A SUMMARY OF HOUSE BILL 4637 AS INTRODUCED 5-4-99


Under the Natural Resources and Environmental Protection Act (NREPA) the operator of an off-road vehicle (ORV), and any passenger in or on the vehicle, must wear a crash helmet and protective eyewear that has been approved by the U.S. Department of Transportation. Exceptions to this rule are permitted under certain situations. House Bill 4637 would extend these to exempt the operation of an ORV on private property by the property owner, by a member of the owner's family, or by another person who has the owner's permission.
