A SUMMARY OF HOUSE BILL 4411 AS INTRODUCED 3-11-99


House Bill 4411 would amend the Revised School Code to allow students to engage a yearbook photographer of choice. School districts would be prohibited from denying that right, either by contract or as a matter of administrative policy.


Specifically, the bill would prohibit a school district and a yearbook photographer from entering into a contract that 1) prohibits a student from engaging another photographer; or 2) prevents a photograph taken by another photographer from appearing in the yearbook if the picture meets the specifications of the yearbook staff.


In addition and more generally, House Bill 4411 also specifies that school officials could not prohibit a student from engaging another photographer of his or her choice, or from preventing a photograph taken by the other photographer from appearing in the yearbook if the picture meets the yearbook staff's specifications.
