A SUMMARY OF HOUSE BILL 4320 AS INTRODUCED 2-23-99


The bill would amend the Natural Resources and Environmental Protection Act to prohibit people and vehicles from going out onto the frozen surface of any lake, stream, river, or other body of water, if the ice was not safe. Whenever, due to climate conditions, the ice on a particular body of water could not safely support people or vehicles, the Department of Natural Resources could issue an order prohibiting people or vehicles from going out onto the ice. If an such order was issued, the department would have to post an appropriate sign that stated both the danger and the substance of the order. Anyone who violated a properly issued and posted order would be responsible for a state civil infraction and subject to a civil fine of up to $500.
