A SUMMARY OF HOUSE BILL 4108 AS INTRODUCED 1-28-99


House Bill 4108 would amend the Emergency Management Act to increase the maximum possible grant award from the disaster relief contingency fund from $30,000 to $100,000, or 10 percent of a municipality's or a county's total annual operating budget for the preceding year, whichever is less.


Under current law, disaster relief or emergency management grants are authorized by the governor, upon request of the governing body of a county or municipality. Since 1990, assistance grants cannot exceed $30,000 or 10 percent of the total annual operating budget for the preceding fiscal year of the county or municipality, whichever is less. To apply for these grants, the local unit of government passes a resolution confirming that the demands placed upon its funds by the emergency are unreasonably great and exhaust local effort. The resolution also must certify that an emergency operations plan was implemented in a timely manner, and describe the purpose for which the assistance is sought, and the extent of the damages sustained.
