A SUMMARY OF HOUSE BILL 4089 AS INTRODUCED 1-28-99


The bill would amend the Revised School Code to require a local school board to ensure that decisions that directly affect the way a particular school building puts into effect educational standards set by the board be made at the school building level and be made using site-based decision making. The site-based decision making would have to set a clear direction for the school, focusing on pupil achievement, staff productivity, and school accountability, and would have to include the participation of teachers, school administrators, parents, pupils, and others in the school community.


The term "site-based decision making" would mean a decision-making process that is established at each school building and that concentrates on decisions regarding curriculum and learning issues at that particular school building, but that does not include decisions conflicting with school board policy, district wide procedures or processes, or the legal authority of the school board.
