A SUMMARY OF HOUSE BILL 4017 AS INTRODUCED 1-26-99


The bill would amend the Public Health Code to require that training in first aid, cardiopulmonary resuscitation (CPR), and foreign body obstruction of the airway be available to the health professional staff of licensed health facilities or agencies. The training programs would have to be approved by the Department of Community Health and also be offered or approved by the American Red Cross, American Heart Association, or a comparable organization. The training could be made available to any staff members at a facility.


The bill would also require a licensed facility to have at least one health professional that had successfully completed the training, and who held a valid certification in first aid and CPR, to be on duty at all times. The department would have to promulgate rules establishing the standards for the staff training required under the bill.


Under the Public Health Code, a "health facility or agency" includes the following:


* Ambulance operation, aircraft transport operation, nontransport prehospital life support operation, or medical first response service.


* County medical care facility.


* Freestanding surgical outpatient facility.


* Health maintenance organization.


* Home for the aged.


* Hospital.


* Nursing home.


* Hospice and hospice residence.

* Any of the above (except for hospice and hospice residence) that are located in a university, college, or other educational institution.
