ADDENDUM TO SENATE FISCAL AGENCY ANALYSIS OF SB 956 DATED 2-28-00:
HOUSE COMMITTEE ACTION:
Under current law a city council may appoint a library board, and if it does so the first board must have five members. The House Committee on Local Government and Urban Policy adopted one amendment to Senate Bill 956, in order to make more flexible a city council's authority to appoint members to its library board.
Specifically, the Senate-passed version of Senate Bill 956 allowed a city council to increase the members of the first board from five up to nine, if it decided that it would be better served by a greater number of members. The House amendment would allow a city council to increase the number of members up to nine, but also subsequently to decrease the number of members, although the number could never be fewer than five.
