Rep. Gene DeRossett, from the 55th District, offered the following invocation:

"As we come together this day in the people of Michigan's House, we are reminded of those who have served before us. May the heritage and the honor ring of praise for a free people. For many, this week of celebration is a Holy week--Passover and the hope of Easter Sunday morning. You are called by many names: Master, Father, Lord, Rabbi, Allah, Prophet, Jevovah and Teacher. I recognize and acknowledge today that You are the Grand Architect of the universe. Whatever name we call You, if we would but take the time to listen and learn from Your teaching, we would truly know that it is in giving that we receive. If we are capable of turning the other cheek, it is seldom necessary to do so, that to be loved we must be able to love those unconditionally. To be trusted we must trust others. To be accepted we must always be accepting of others. Your teachings are so simple and true. Do unto others as You would have them do unto You. Why do we have such a difficult time honoring these truths? Common respect for all life, courtesy, and acceptance of others less fortunate than we. We recognize that we, elected to serve, have an awesome responsibility to You and to the people of this state. Why is it so much easier to pass laws and change legislation, rather than to change hearts, violent attitudes, and egos? May each of us here today take the time to learn and hear from You. Thank You for being patient with us as we try to respond to Your teachings on this journey called life. I was just given a memo stating that as we speak there is information that is not yet published. There has been another violent tragedy in Michigan. There has been a shooting in the Senior Center in Allen Park. We ask that You would be with these people. Amen."

A resolution to encourage the posting of copies of the Ten Commandments in government buildings and to memorialize the Congress of the United States to enact legislation to provide the states with this authority.

Whereas, The Ten Commandments provide the framework for the network of laws throughout western civilization. The fundamental moral code of behavior reflected in the Ten Commandments extends far beyond specific religious denominations to reflect universal human values; and

Whereas, From our Colonial Era, as the seeds of democracy took root in America, our founders were influenced by the Ten Commandments as they developed the judicial systems and institutions we know today. Our country's fundamental laws follow the ancient Judeo Christian culture reflected in the Ten Commandments. Other religions and cultures of the world incorporate elements of the Ten Commandments as well. While providing for religious freedom, our nation has followed this model of recognizing basic standards of right and wrong; and

Whereas, It is important for all of us to have a deep appreciation of the heritage and traditions that define our nation. This understanding is especially important for those who serve their communities in public capacities and for the young people who will one day carry on these traditions. For these reasons, many people throughout our country have expressed a commitment to measures to promote the public display of the Ten Commandments in city halls, courtrooms, schools, and statehouses. Several states have enacted measures to promote this; and

Whereas, Congress has before it legislation to recognize the value of public offices displaying copies of the Ten Commandments. With the challenges facing our nation, this practice will be helpful to us all; now, therefore, be it

Resolved by the House of Representatives, That we encourage the posting of copies of the Ten Commandments, and we encourage elected officials to set an example by posting the Ten Commandments in their offices. We also memorialize the Congress of the United States to enact legislation to provide the states with this authority; and be it further

Whereas, This prestigious award, presented by The Prudential Insurance Company of America in partnership with the National Association of Secondary School Principals, honors young volunteers across America who have demonstrated an extraordinary commitment to serving their communities; and

Whereas, Jonathan Quarles earned this award by giving generously of his time and energy to Students Against Violence Everywhere (S.A.V.E.), which he founded in 1997. This group helps discourage crime through creative presentations. Jonathan founded the group after a close relative and dear friend was murdered. He was so devastated by grief that he wanted to make sure no one else had to suffer the way he did. S.A.V.E. has worked in collaboration with many organizations, including the Neighborhood Violence Prevention Collaboration, Community Coalition, and the National Honor Society on various projects, including leadership workshops; and

Whereas, The success of the state of Michigan, the strength of our communities, and the overall vitality of the American society depend, in great measure, upon the dedication of young people like Jonathan Quarles who use their considerable talents and resources to serve others; now, therefore, be it

A resolution honoring the Negaunee High School Boys Basketball Team on winning the State Class C Basketball Championship.

Whereas, In a dominating display of skill, teamwork, and determination, the Negaunee High School Boys Basketball Team has laid claim to the State Class C Basketball Championship. It is a pleasure to join with their families, the entire school, and all of Negaunee in celebrating the achievements of the Negaunee Miners on its wonderful success over the season. With the fine record of 23-3, winning the Mid Pen Conference and culminating in winning the State Championship, this group of disciplined student-athletes has generated great pride throughout this part of our state; and

Whereas, Much to the delight of their loyal fans, the Miners have also earned the respect of prep sports followers everywhere in Michigan. As opponents have found out all season long, this is a team that brought unity and a positive outlook to all levels of competition. In the face of challenge and pressure, this is a group of young people who maintained their focus on making their dreams come true and accepted nothing less than their best effort. The Miners' climb to the top of Class C hoops included victories over top teams such as the Westwood Patriots in the Districts, St.Ignace Saints in the Regionals, Charlevoix Rayders in the Quarter Finals, Parchment Panthers in the Semi Finals and the Merrill Vandals in the Finals for the Miners third State Championship title; and

Whereas, Winning titles or compiling outstanding seasons is never a fluke. While anything can happen in a single game, all teams show their true abilities and dedication over a long season or a difficult tournament. What distinguishes the best, however, is usually the effort that appears in practice, far removed from the excitement of game day. Whereas, Thomas Ritter has served as Chairman of the Michigan Life & Health Insurance Guaranty Association for an unprecedented eleven terms, a position he has consistently filled with professionalism, effectiveness, and responsible leadership; and

Whereas, Mr. Ritter's services concerning the Guaranty Association have earned him the respect and appreciation as a director committed to serving the Guaranty Association and all citizens of Michigan with concern and compassion; and

Whereas, Mr. Ritter has also been an active community leader. Highlights of his outstanding career have included serving as a member to the Michigan Heart Foundation, Michigan Jaycees, and Boy Scouts of America. Tom has even expressed his optimistic concern for community and compassion by being a candidate for the United States Congress. Tom has also been a trusted advisor to many public officials because of his community mindedness and optimistic point of view. This point of view has undoubtedly been the product of his years in the fruit and produce business; and

Whereas, Mr. Ritter and his wife Karen are known and well respected by many due to their extensive involvement in community and governmental affairs and activities. Throughout the years, they have raised five children in a loving and nurturing home. Tom and Karen continue to have a close family which takes pride in Tom's accomplishments as well.
