Sister Laurena Alslen, of St. Mary's Parish in Williamston, offered the following invocation:

 

"O God, be with us as we turn to You in prayer. Our hearts are heavy with news of yet more killings in that space we call school, that space meant to educate our young people for a better life. How we grieve for those parents who waited to know if their child was alive or dead. We pray for the dead--the innocent and the perpetrators. We ask for Your mercy on the human race that again and again just doesn't seem to know how to love one another. When will we ever learn. When will we ever learn. Help us, dear God, to look at our own lives. Let us be willing to look at how we need to change. Open our minds to the possibility that change will come when we stop defending or attacking guns, capital punishment, video games, welfare mothers and school discipline. Instead, give us the strength to defend what really needs to be defended--children, life, truth and true faith, so that we may be humble before You and just to our neighbor. Take away our fear, our defenses, our anger and rage and replace it with the wisdom of Solomon--giving not riches, but hearts wise and understanding. Help us be mindful that life is like a treasure hunt. Help us to understand the shortness of life. Help us to appreciate how precious is each passing moment and experience of life. Then may we find that the treasure of life is buried right in front of us, in the joys of the smallest things that are hidden in the midst of our daily lives. We pray, O God of justice, to assist by Your Holy Spirit, these 110 members of the House of Representatives of the Michigan state government, with counsel and fortitude so that they may encourage and respect virtue and religion. May they execute our laws in justice and mercy. May they help restrain vice and immorality. Send them Your light so they may promote peace, national happiness, the increase of industry, useful knowledge and the well being of all citizens. Lord, is it wrong to be proud of the fact that our state was the first government in the English-speaking world to abolish capital punishment in 1846? Is it too simplistic to say that taking one life for another solves nothing? Help us, O God, not to act with haste on an issue that impacts life itself. Help us to discern through conversation and listening, through the gathering of facts, through life experiences, through public debate and, lastly, through prayer that the resolution concerning this issue involves not only profound legal and political questions, but important moral and religious convictions. May we taste in prayer and study the fire of God's truth and love for us and rise up impassioned for the world's healing. Amen."

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 15 (MCL 247.665), as amended by 1982 PA 438.

A resolution commemorating the distinguished career of Tim Richard, chief political commentator and director of news services for HomeTown Newspapers, upon his retirement.

Whereas, It is with gratitude and admiration that we salute Tim Richard upon the occasion of his retirement. As someone who has taken on the responsibility of helping to inform society about state and local government, Tim Richard has earned the respect of many readers in Michigan; and

Whereas, With over thirty years of journalism experience, Tim Richard has been a contributor in educating the public on the important issues of the day. With a personal respect for the role of the press in a democracy and a strong personal sense of public service, this dedicated professional has demonstrated a profound passion to report on the great debates of our time; and

Whereas, Tim Richard is the recipient of national prizes for feature stories and editorials from the Suburban Press Foundation, six awards for news and features from the Michigan Associated Press Editorial Association, first prize for a 1997 column from the Michigan Press Association, recognition for educational columns from the National Association of Secondary Principals, the 1995 Wade McCree award for the advancement of justice, the 1997 George Pierrot Journalist of the Year award from Wayne State University, and an induction into the Michigan Journalism Hall of Fame; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body hereby honor Tim Richard of the HomeTown Newspapers as he retires following over thirty years of outstanding service in journalism. We offer our best wishes to Tim Richard and his family for the health and happiness he has truly earned; and be it further

Resolved, That a copy of this resolution be transmitted to Tim Richard as a symbol of our respect for his fine service.

A resolution to oppose all religious and cultural intolerance of Muslims in our state and nation.

Whereas, Islam, one of the world's great Abrahamic faiths, has strengthened our state and nation in many ways. Its followers have made significant contributions to the progress of the world in many areas, including mathematics, science, medicine, law, philosophy, art, and literature; and

Whereas, Michigan is home to a large and growing Muslim community. Whereas, Unfortunately, the experience of Muslims in Michigan and the country has not been without difficulty. Muslims have been the targets of cruel discrimination and harassment. On numerous occasions, acts against Muslims have escalated into violence. Discrimination against Muslims, as discrimination against anyone for religious beliefs, weakens our country. People must not be intimidated from expressing their opinions lawfully or from exercising their religious beliefs according to the First Amendment. All Michigan citizens who hold the values of our nation dear must join together to fight against religious bigotry and intolerance; now, therefore, be it

Resolved by the House of Representatives, That we oppose all religious and cultural intolerance of Muslims in our state and nation and support efforts to preserve the rights of all to practice their religion free from fear.

A resolution observing the 84th Commemoration of the Armenian Genocide of 1915-1923.

Whereas, On April 25, 1999, at St. John's Armenian Church in Southfield, Michigan, the devoted members and guests will observe the 84th Commemoration of the Armenian Genocide of 1915-1923. It is with heavy hearts that we join with them in recalling this painful chapter in the history of the world and in paying homage to the more than 1,500,000 Armenians whose lives were inhumanely sacrificed and the more than 500,000 Armenians who were forced into exile during this terror. The memory of these victims deserve and, indeed, demand this special observance in their honor; and

Whereas, Suffering and sacrifice of the victims of the Armenian Genocide and their descendants must not be forgotten. What began with the arrest and murder of 200 Armenian religious, intellectual, and political leaders in 1915 ended after eight years of genocide. Armenians were brutally rounded up, separated from loved ones, robbed, tortured, humiliated, and forced on one of history's worst death marches. Those who remained were driven into concentration camps or murdered for not accepting the Islamic faith; and

Whereas, The wounds of this atrocity will long continue to sear the memories of survivors of this genocide and their many descendants. Clearly, all of humanity suffers when such senseless killing is allowed to happen, and all of us must be aware of this evil era so that we will not let it happen again. With more than 35,000 people of Armenian descent living in the Detroit area alone, Michigan will never forget this nightmare of the past; now, therefore, be it

Resolved by the House of Representatives, That we observe the 84th Commemoration of the Armenian Genocide of 1915-1923; and be it further

Resolved, That a copy of this document be presented to representatives of the Armenian people as evidence of our respect.
