The Workforce Development Board of Northeast Michigan Consortium has revised the final Title III (EDWAAA) plan for program year 1998.
The following is a summary of the planned activities for the target group that are eligible under the Job Training Partnership Act:
Total Title III Program funds planned for PY98: $389,000.00
1. Retraining Services: Eligible dislocated workers will $101,700.00
be retrained in a vocational program in a classroom
setting, or through on-the-job training in the private sector.
2. Basic Readjustment: Intake, counseling, job placement $101,700.00
and other employment development services.
3. Support Services and Needs Related Payments: Program $184,750.00
participants will be provided ancillary services as needed
such as child care or transportation allowances.

Senator Emmons' statement is as follows:
Ed Farhat played football with my husband at Ferris State University a long time ago, so he's been a friend for a long time and it is a shame that we won't have his jolly presence around anymore. We certainly would want to extend to the family our sincerest sympathy and condolences and pray that God supports them in these tough hours of his death.
Senator Miller's statement is as follows:
Today I have a rather sad announcement to make. I had the privilege when I first came here to meet a gentleman by the name of Ed Farhat, who, at that time was a member of PAA, a legislative firm here in Lansing that does a lot of outstanding work.
We talk about people who you have the privilege to meet in this line of work and I just wanted to say that I considered Ed Farhat a very wise man, but also a great gentleman. I received the notice over the weekend that Mr.Farhat passed away. Today was his funeral and I just want to say that even though Ed Farhat was not a member of this body, he was a man who talked and represented many public interests in the state of Michigan. He was an outstanding athlete, teacher, worked for the Michigan Catholic Conference, got his start here in Lansing in the early '70s, gave up a successful coaching career in college to come back home here and work for the Michigan Catholic Association, and he worked with Emil Lockwood and Jerry Coomes for many, many years here. In the early 1990s, he decided to help his two sons, Dave and Dan, start up their group, The Farhat Group.
I had the great privilege, Madam President, of meeting Ed Farhat, knowing him and working with him on many, many issues, and partisan politics was never a part of Ed Farhat's life. Whatever he could do for the best for the citizens of Michigan, whether it was for the Catholic Conference or one of his clients he had--he did an outstanding job.
I know his family is in very, very serious mourning today, but I wanted to bring to the attention of the body that we talk about bills and legislation that we pass here, but Ed Farhat was a man that represented a lot of issues that are debated on this floor. I know he was a man of character and a man of great integrity and I wanted to let his family know that we send our deepest sympathy. I would request, Madam President, that you have a moment of silence for Mr.Farhat.
A moment of silence was observed for the memory of Ed Farhat.

The President of the Senate made a statement and requested that it be printed in the Journal.
The President's statement is as follows:
For a point of personal privilege, I would like to thank the Senate for the last six bills that you have passed unanimously. That means that the Michigan Senate, in the ten bills that passed in December and these six bills today, we have not had one dissenting vote from the Senate. So far from the House we have not either, but these still have to go to the House. I want to thank you. There is one bill still pending that was not eligible for passage today, but hopefully we will have time to bring that through tomorrow.
These are very important for the protection of children against abuse and neglect in Michigan. Thank you.
