Rep. Voorhees, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and Members of the House:
Once again the Michigan Legislature is establishing authorities that are given the power to raise and spend property tax dollars to entities whose board members are appointed and not elected. The principals of democracy say there should be no 'taxation without representation'. We believe election is the means of representation and of accountability not only with regard to raising taxes but in the spending of those taxes.
Establishing cultural authorities without election gives the opportunity for such entities to act outside of community standards (in this case) to enhance art and theater. Enhancement through this manner is not good policy for this state."

A resolution to urge the Environmental Protection Agency to revise its timetable for proposed rule making on ozone transport to provide opportunities for refined modeling to identify both beneficial and adverse impacts on air quality in upwind areas from emissions controls intended to benefit downwind areas.

With the recommendation that the following amendments be adopted and that the resolution then be adopted.
1. Amend the second Resolving clause, line 4, after "in" by striking out "another state" and inserting "other states".

A bill to amend 1939 PA 288, entitled "An act to revise and consolidate the statutes relating to certain aspects of the organization and jurisdiction of the probate court of this state, the powers and duties of such court and the judges and other officers thereof, certain aspects of the statutes of descent and distribution of property, and the statutes governing the change of name of adults and children, the adoption of adults and children, and the jurisdiction of the juvenile division of the probate court; to prescribe the powers and duties of the juvenile division of the probate court, and the judges and other officers thereof; to prescribe the manner and time within which actions and proceedings may be brought in the juvenile division of the probate court; to prescribe pleading, evidence, practice, and procedure in actions and proceedings in the juvenile division of the probate court; to provide for appeals from the juvenile division of the probate court; to prescribe the powers and duties of certain state departments, agencies, and officers; and to provide remedies and penalties for the violation of this act," by amending sections 17 and 17b of chapter XIIA (MCL 712A.17 and 712A.17b), section 17 as amended by 1997 PA 169 and section 17b as amended by 1989 PA 254.
