        A joint resolution proposing an amendment to the state con-

   stitution of 1963, by amending section 13 of article V to require

   a special election to fill a vacancy in the office of state sena-

   tor or state representative under certain circumstances.

        Resolved by the Senate and House of Representatives of the

   state of Michigan, That the following amendment to the state con-

   stitution of 1963, to require a special election to fill a

   vacancy in the office of state senator or state representative

   under certain circumstances, is proposed, agreed to, and submit-

   ted to the people of the state:

 1                                ARTICLE V

 2         Sec. 13.  The governor shall issue writs of election to

 3     fill vacancies in the senate or house of representatives.  Any

 4     such election shall be held in a manner prescribed by law.  IF A

 5    VACANCY OCCURS IN THE OFFICE OF STATE SENATOR OR REPRESENTATIVE,

 1    THE GOVERNOR SHALL CALL A SPECIAL ELECTION OR DIRECT THAT THE

 2    VACANCY BE FILLED AT THE NEXT GENERAL ELECTION IN ACCORDANCE WITH

 3    THE REQUIREMENTS CONTAINED IN THE MICHIGAN ELECTION LAW, 1954

 4    PA 116, MCL 168.1 TO 168.992.

 5         Resolved further, That the foregoing amendment shall be sub-

 6    mitted to the people of the state at the next general election in

 7    the manner provided by law.
