        A bill to make appropriations for the department of military and

   veterans affairs for the fiscal year ending September 30, 1999; to pro-

   vide for the expenditure of the appropriations; to provide for certain

   powers and duties of the department of military and veterans affairs,

   other state agencies, and local units of government related to the appro-

   priations; and to provide for the preparation of certain reports related

   to the appropriations.
