Stopczynski port authority act," (MCL 120.101 to 120.130) by amending the title and by adding sec- tion 14a. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 TITLE 2 An act to authorize the establishing of port authorities in 3 cities and counties; to prescribe the powers and duties of port 4 authorities, cities, and counties; to authorize the incurrence of 5 contract obligations and the issuance and payment of bonds or 6 other evidences of indebtedness; to provide for a pledge by a 7 city or county of its full faith and credit for the payment of 8 contract obligations entered into under this act and the levy of 9 taxes without limitation as to rate or amount to the extent 10 necessary; to validate obligations issued; to provide for the 02378'97 aa KKR 2 1 adoption of a port facilities plan; to provide for the financing 2 of the operating budget of port authorities; TO PRESCRIBE PENAL- 3 TIES AND PROVIDE REMEDIES; and to repealcertainacts and parts 4 of acts. 5 SEC. 14A.
