A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 17a. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 SEC. 17A. (1) AS USED IN THIS SECTION, "MEDICAID" MEANS THE 2 HMO REIMBURSEMENT RATE USED IN THE PROGRAM FOR MEDICAL ASSISTANCE 3 ESTABLISHED UNDER SECTION 105. 4 (2) EXCEPT AS OTHERWISE PROVIDED IN SUBSECTION (3), NOT 5 LATER THAN MAY 1, THE DEPARTMENT SHALL SUBMIT AN ANNUAL REPORT TO 6 THE LEGISLATURE COVERING THE PRECEDING FISCAL YEAR THAT INCLUDES 7 ALL OF THE FOLLOWING INFORMATION WITH RESPECT TO HOUSEHOLDS 8 RECEIVING FAMILY INDEPENDENCE ASSISTANCE: 9 (A) THE COMBINED AVERAGE COST FOR A HOUSEHOLD OF AVERAGE 10 CASE SIZE, ON A MONTHLY AND ON AN ANNUAL BASIS, OF CASH GRANT AND 11 FOOD STAMPS AND OF CASH GRANT, FOOD STAMPS, AND MEDICAID. 00020'97 MGM 2 1 (B) MONTHLY CASE AND RECIPIENT COUNTS AND ANNUAL 2 UNDUPLICATED COUNTS. 3 (C) AVERAGE CASE SIZE. 4 (D) A FINANCIAL PROFILE OF A TYPICAL HOUSEHOLD WITHOUT 5 EARNED INCOME AND A TYPICAL HOUSEHOLD WITH EARNED INCOME, SHOWING 6 MONTHLY AND ANNUAL AMOUNTS SPENT ON CASH GRANT, FOOD STAMPS, AND 7 MEDICAID. 8 (E) FOR EACH OF THE FOLLOWING FINANCIAL BENEFITS, THE PER- 9 CENTAGE AND NUMBER OF HOUSEHOLDS THAT RECEIVE THE BENEFIT, AND 10 THE AVERAGE MONTHLY COST OF THAT BENEFIT: 11 (i) EMPLOYMENT TRAINING STIPENDS AND SUBSIDIES. 12 (ii) DAY CARE. 13 (iii) STATE EMERGENCY RELIEF. 14 (iv) ENERGY ASSISTANCE. 15 (v) TUITION INCENTIVE PAYMENTS. 16 (vi) ADOPTION SUBSIDIES. 17 (vii) SUPPLEMENTAL SECURITY INCOME. 18 (viii) ANY OTHER FINANCIAL PROGRAM ADMINISTERED BY THE 19 DEPARTMENT. 20 (F) THE PERCENTAGE AND NUMBER OF HOUSEHOLDS THAT HAVE EARNED 21 INCOME AND, OF THOSE HOUSEHOLDS THAT HAVE EARNED INCOME, THE 22 AVERAGE AMOUNT OF EARNED INCOME REPORTED. 23 (G) THE AVERAGE AMOUNT OF EARNED INCOME DISREGARDED FOR ELI- 24 GIBILITY PURPOSES. 25 (H) THE PERCENTAGE AND NUMBER OF HOUSEHOLDS THAT OWN OR ARE 26 PURCHASING A HOME. 00020'97 3 1 (I) THE PERCENTAGE AND NUMBER OF HOUSEHOLDS THAT OWN OR ARE 2 PURCHASING 1 OR MORE CARS. 3 (J) THE PERCENTAGE AND NUMBER OF HOUSEHOLDS IN WHICH A CHILD 4 WAS BORN DURING THE PRECEDING FISCAL YEAR, THE NUMBER AND PERCEN- 5 TAGE OF THOSE OUT-OF-WEDLOCK BIRTHS FOR WHICH A PATERNITY DETER- 6 MINATION WAS MADE, AND THE AGE OF BOTH PARENTS OF THE CHILD. 7 (K) THE AVERAGE LENGTH OF TIME AND THE AVERAGE NUMBER OF 8 TIMES A HOUSEHOLD RECEIVED AID TO FAMILIES WITH DEPENDENT CHIL- 9 DREN OR FAMILY INDEPENDENCE ASSISTANCE OVER THE MOST RECENT 10 10-YEAR PERIOD, BROKEN DOWN BY AGE OF HEAD OF HOUSEHOLD. 11 (l) THE AVERAGE MONTHLY AMOUNT OF CHILD SUPPORT RECEIVED, 12 AND THE AVERAGE MONTHLY AMOUNT OF CHILD SUPPORT ARREARAGE. 13 (M) WITH RESPECT TO ADULTS AND MINOR HEADS OF HOUSEHOLDS, 14 THE FOLLOWING INFORMATION: 15 (i) PERCENTAGE AND NUMBER OF INDIVIDUALS THAT HAVE 1 OR MORE 16 OF THE FOLLOWING: 17 (A) A HIGH SCHOOL DIPLOMA. 18 (B) A GENERAL EDUCATION DEVELOPMENT CERTIFICATE. 19 (C) SOME COLLEGE EDUCATION. 20 (ii) PERCENTAGE AND NUMBER OF INDIVIDUALS WHO ARE ATTENDING 21 HIGH SCHOOL, A GENERAL EDUCATION DEVELOPMENT CERTIFICATE PREPARA- 22 TION PROGRAM, OR COLLEGE. 23 (iii) PERCENTAGE AND NUMBER OF INDIVIDUALS WHO ARE PARTICI- 24 PATING IN COMMUNITY SERVICE, WORK FIRST, OR OTHER SOCIAL CONTRACT 25 ACTIVITIES. 26 (iv) PERCENTAGE AND NUMBER OF INDIVIDUALS BY GENDER. 00020'97 4 1 (v) PERCENTAGE AND NUMBER OF INDIVIDUALS WHO ARE EXEMPT FROM 2 PARTICIPATION IN THE WORK FIRST PROGRAM AND THE REASON FOR THE 3 EXEMPTION. 4 (N) THE PERCENTAGE AND NUMBER OF CASES OPENED IN THE PRECED- 5 ING FISCAL YEAR FOR EACH OF THE FOLLOWING REASONS: 6 (i) BIRTH OF A CHILD. 7 (ii) LOSS OF EMPLOYMENT. 8 (iii) DEATH OF A SPOUSE. 9 (iv) DIVORCE. 10 (v) OTHER REASONS. 11 (O) THE PERCENTAGE AND NUMBER OF CASES CLOSED IN THE PRECED- 12 ING FISCAL YEAR FOR EACH OF THE FOLLOWING REASONS: 13 (i) EMPLOYMENT. 14 (ii) MARRIAGE. 15 (iii) AGE OF CHILDREN. 16 (iv) SANCTIONS. 17 (v) VOLUNTARY CLOSURE. 18 (vi) OTHER REASONS. 19 (P) A COMPARISON OF THE POVERTY THRESHOLD LEVELS TO ALL OF 20 THE FOLLOWING: 21 (i) FOR THOSE HOUSEHOLDS WITHOUT EARNED INCOME, THE COMBINED 22 AVERAGE COST OF THE BENEFITS AS DESCRIBED IN SUBDIVISION (A). 23 (ii) FOR THOSE HOUSEHOLDS WITH EARNED INCOME, THE COMBINED 24 AVERAGE COST OF THE BENEFITS AS DESCRIBED IN SUBDIVISION (A) PLUS 25 THE AMOUNT COST FOR A HOUSEHOLD OF 8 AVERAGE CASE SIZE OF CASH GRANT AND FOOD STAMPS AND OF CASH 9 GRANT, FOOD STAMPS, AND MEDICAID TRANSLATED INTO AN HOURLY RATE 10 BASED ON 2,080 HOURS PER YEAR. 11 (R) A GRAPH COMPARING THE FEDERAL FAIR MARKET RENT AS A PER- 12 CENTAGE OF THE CASH GRANT AMOUNT OVER THE PRECEDING 10-YEAR 13 PERIOD. 14 (S) THE AVERAGE PERCENTAGE OF TOTAL MEDICAID COSTS SPENT ON 15 HOUSEHOLDS RECEIVING AID TO FAMILIES WITH DEPENDENT CHILDREN OR 16 FAMILY INDEPENDENCE ASSISTANCE OVER THE PRECEDING 10-YEAR 17 PERIOD. 18 (T) A CHART REPRESENTING CHANGES IN AN AVERAGE CASH GRANT 19 OVER THE PRECEDING 10-YEAR PERIOD COMPARED TO CHANGES IN THE CON- 20 SUMER PRICE INDEX. 21 (U) THE PERCENTAGE AND NUMBER OF MICHIGAN RESIDENTS RECEIV- 22 ING FAMILY INDEPENDENCE ASSISTANCE DURING THE PRECEDING YEAR, THE 23 PERCENTAGE AND NUMBER OF MICHIGAN RESIDENTS RECEIVING PUBLIC 24 ASSISTANCE DURING THE PRECEDING YEAR, AND A GRAPH COMPARING THOSE 25 PERCENTAGES WITH COMPARABLE PERCENTAGES OVER THE PRECEDING 26 10-YEAR PERIOD. 00020'97 6 1 (V) THE NUMBER OF HOUSEHOLDS RECEIVING FAMILY INDEPENDENCE 2 ASSISTANCE AS A PERCENTAGE OF THE TOTAL NUMBER OF HOUSEHOLDS IN 3 THIS STATE. 4 (W) THE NUMBER OF HOUSEHOLDS RECEIVING FAMILY INDEPENDENCE 5 ASSISTANCE IN WHICH A SUBSTANTIATED COMPLAINT OF CHILD ABUSE OR 6 NEGLECT HAS BEEN MADE AGAINST A MEMBER OF THE HOUSEHOLD AS A PER- 7 CENTAGE OF THE TOTAL NUMBER OF HOUSEHOLDS IN THIS STATE IN WHICH 8 SUCH A SUBSTANTIATED COMPLAINT HAS BEEN MADE. 9 (X) MAJOR INITIATIVES THE DEPARTMENT HAS UNDERTAKEN DURING 10 THE YEAR TO PROMOTE SELF-RELIANCE AND REDUCE WELFARE DEPENDENCY 11 AND AN EVALUATION OF RESPONSES TO THOSE INITIATIVES. 12 (Y) THE NUMBER OF CHILDREN IN THIS STATE WHO ARE RECEIVING 13 FAMILY INDEPENDENCE ASSISTANCE, AND THAT NUMBER AS A PERCENTAGE 14 OF THE TOTAL POPULATION OF CHILDREN IN THIS STATE, BROKEN DOWN AS 15 FOLLOWS: 16 (i) CHILDREN FROM BIRTH THROUGH AGE 17. 17 (ii) CHILDREN OF AGE 5 AND UNDER. 18 (iii) CHILDREN OF AGES 6 THROUGH 17. 19 (3) THE DEPARTMENT IS NOT REQUIRED TO INCLUDE IN THE ANNUAL 20 REPORT REQUIRED UNDER SUBSECTION (2) INFORMATION DESCRIBED IN 21 SUBSECTION (2)(H), (I), (J), (M), (N), OR (O) UNTIL THE DEPART- 22 MENT HAS ESTABLISHED AN AUTOMATED SOCIAL SERVICES INFORMATION 23 SYSTEM. 24 (4) WITHIN 1 YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION, 25 THE DEPARTMENT SHALL DETERMINE AND REPORT TO THE LEGISLATURE THE 26 AVAILABILITY OF AND COSTS TO OBTAIN INFORMATION REGARDING 00020'97 7 1 BENEFITS PROVIDED TO RECIPIENTS OF FAMILY INDEPENDENCE ASSISTANCE 2 UNDER ALL OF THE FOLLOWING PROGRAMS: 3 (A) PUBLIC HOUSING OR SECTION 8 HOUSING. 4 (B) THE WOMEN, INFANTS, AND CHILDREN PROGRAM. 5 (C) SCHOOL BREAKFAST OR LUNCH PROGRAMS. 6 (D) THE HEAD START PROJECT. 7 (E) THE JOB TRAINING PARTNERSHIP PROGRAM. 8 (F) ANY OTHER MEANS-TESTED BENEFIT OR ASSISTANCE PROGRAM 9 ADMINISTERED BY ANOTHER STATE DEPARTMENT OR FOR WHICH FUNDS ARE 10 APPROPRIATED IN THIS STATE PURSUANT TO THE APPROPRIATION PROCESS.
