        A bill to amend 1986 PA 268, entitled

   "Legislative council act,"

   by amending section 204 (MCL 4.1204).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 204.  (1) The council may provide access to computer-

 2    ized council legislative data bases and information to individu-

 3    als and organizations that are not a part of the legislative

 4    branch of government.  The council may establish rules to imple-

 5    ment this subsection, including a system of fees and charges for

 6    access and services.  The council shall impose  such  conditions

 7    and restrictions upon nonlegislative access and services as

 8    determined necessary by the council.

 9         (2) The legislative computer information fund is created in

10    the state treasury and shall be administered by the council.

 1     The  MONEY FROM THE LEGISLATIVE COMPUTER INFORMATION fund shall

 2    be expended only as provided in this section.

 3         (3) The money received from the sale of access and related

 4    services pursuant to subsection (1), along with fees charged for

 5    training and the sale of user manuals and other money made avail-

 6    able for  such  THESE purposes, by appropriation or otherwise,

 7    shall be deposited with the state treasurer and credited to the

 8    legislative computer information fund.

 9         (4) The council shall utilize the legislative computer

10    information fund to pay for all of the following  which  THAT are

11    directly related to computerized council legislative data bases

12    and information:

13         (a) Research and development.

14         (b) Training.

15         (c) Additional hardware, software, and facilities.

16         (d) Acquisition of necessary support services.

17         (e) Editorial and compilation expenses.

18         (5) NOTWITHSTANDING SUBSECTION (1), BEGINNING JANUARY 1,

19    1998, THE COUNCIL SHALL MAKE THE MICHIGAN COMPILED LAWS DATA BASE

20    SEARCH AND RETRIEVAL SYSTEM AVAILABLE TO THE PUBLIC ON THE

21    INTERNET.  THIS SUBSECTION DOES NOT ALTER OR RELINQUISH ANY COPY-

22    RIGHT OR OTHER PROPRIETORY INTEREST OR ENTITLEMENT OF THIS STATE

23    RELATING TO ANY OF THE INFORMATION MADE AVAILABLE UNDER THIS

24    SUBSECTION.
