HOUSE BILL No. 4211

        A bill to amend 1978 PA 472, entitled

   "An act to regulate political activity; to regulate lobbyists,
   lobbyist agents, and lobbying activities; to require registration
   of lobbyists and lobbyist agents; to require the filing of
   reports; to prescribe the powers and duties of the department of
   state; to prescribe penalties; and to repeal certain acts and
   parts of acts,"

   by amending section 7 (MCL 4.417).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 1         Sec. 7.  (1) Not later than 15 days after becoming a lobby-

 2    ist, a lobbyist shall file a registration form with the secretary

 3    of state.  The registration shall contain ALL OF the following

 4    information:

 5         (a) The name and office address of the lobbyist.

 6         (b) The name and address of each person employed, reimbursed

 7    for expenses  which  THAT exceed $10.00, or compensated by the

 8    lobbyist for lobbying in this state.

 1         (c) The name, address and nature of business of  a  EACH

 2    person who gives compensation to or reimburses the lobbyist or

 3    the representative of a lobbyist for lobbying.

 4         (D) THE DATE OF EACH INSTANCE IN WHICH THE LOBBYIST ENGAGED

 5    IN LOBBYING A MEMBER OF THE MICHIGAN SENATE OR HOUSE OF REPRESEN-

 6    TATIVES OR A PERSON IDENTIFIED AS BEING ON THE STAFF OF A MEMBER

 7    OF THE MICHIGAN SENATE OR HOUSE OF REPRESENTATIVES.

 8         (E)  (d)  The fiscal year of the lobbyist.

 9         (2) Not later than 3 days after becoming a lobbyist agent, a

10    lobbyist agent shall file a registration form with the secretary

11    of state.  The registration form shall contain ALL OF the follow-

12    ing information:

13         (a) The name and office address of the lobbyist agent, if

14    the lobbyist agent is not an individual.

15         (b) The name, permanent residence address, and office

16    address of the lobbyist agent, if the lobbyist agent is an

17    individual.

18         (c) The name and address of each person employed, reimbursed

19    for expenses  which  THAT exceed $10.00, or compensated by the

20    lobbyist agent for lobbying in this state.

21         (d) The name, address, and nature of business of  a  EACH

22    person who gives compensation to or reimburses the lobbyist agent

23    or the representative of a lobbyist agent for lobbying.

24         (E) THE DATE OF EACH INSTANCE IN WHICH THE LOBBYIST AGENT

25    ENGAGED IN LOBBYING A MEMBER OF THE MICHIGAN SENATE OR HOUSE OF

26    REPRESENTATIVES OR A PERSON IDENTIFIED AS BEING ON THE STAFF OF A

27    MEMBER OF THE MICHIGAN SENATE OR HOUSE OF REPRESENTATIVES.

 1         (3) A person who fails to register under subsection (1) or

 2    (2)  ,  shall pay a late registration fee of $10.00 for each day

 3    the person remains not registered in violation of subsection (1)

 4    or (2), not to exceed $300.00.  A person who  is in violation 

 5    VIOLATES SUBSECTION (1) OR (2) by failing to register  as

 6     required by this section  more than 30 days AFTER THE REQUIRED

 7    TIME PERIOD is guilty of a misdemeanor, and shall be fined not

 8    more than $1,000.00.

 9         (4) A lobbyist shall file a notice of termination with the

10    secretary of state within 30 days after ceasing lobbying.  , but

11     this will  THIS SUBSECTION DOES not relieve the lobbyist of the

12    reporting requirements of this section for that reporting

13    period.  A lobbyist agent shall file a notice of termination with

14    the secretary of state within 30 days after ceasing to lobby for

15    a lobbyist.
