PROHIBIT HUMAN CLONING - H.B. 5475 (S-1): FLOOR ANALYSIS

CONTENT


The bill would create the "Human Cloning Funding Prohibition Act" to prohibit a person from using State funds to engage in or attempt to engage in human cloning. A person who violated this provision would be subject to a civil fine of $10 million. A civil fine imposed for a violation would have to be distributed in the same manner in which penal fines are distributed.


The bill would not prohibit scientific research or cell-based therapies not specifically prohibited by the bill.


The bill specifies that it would not give a person a private right of action.


The bill is tie-barred to Senate Bill 864, House Bill 4846, and House Bill 4962.

The bill would have an indeterminate fiscal impact on State and local government. Enforcement costs and fine revenue would depend on the number of violations.
