CONTENT
The bill would amend the Social Welfare Act to provide that an individual would not be eligible for a category of cash assistance under the Act if he or she had received 60 months or more of that category of cash assistance during his or her lifetime.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on State government. It is anticipated that cash assistance caseloads will continue to decline as a result of Federal legislation (Personal Responsibility and Work Opportunity Reconciliation Act of 1996) and State legislation (Public Act 223 of 1995). Placing a cap on the number of years a person is eligible for assistance, which is included in the Federal legislation, would assist in the reduction of annual expenditures over time, especially since new applicants for assistance also would decline as a result of program changes.
