CONTENT
The bill would amend the Michigan Vehicle Code to require that a registration application for a leased vehicle contain the following information: the dates the lease began and terminated; the lessee's name; and, the lessee's bona fide residence. The application also would have to include either of the following: the lessee's mailing address, if the lessee were an individual; or, the lessee's business address, if the lessee were a firm, association, or corporation.
The owner of a leased vehicle would have to notify the Secretary of State in writing of any change in the above required information within 30 days after that change. The Secretary of State could require that a new registration certificate be issued for a vehicle that was leased to a person not identified on an existing registration certificate.
The Code requires that a registration certificate be delivered to the owner and contain the date issued, the name and address of the owner, the registration number assigned to the vehicle, and a description of the vehicle as determined by the Secretary of State. The bill would add that if the vehicle were leased, the registration certificate also would have to specify the lessee's name and address.

FISCAL IMPACT
There could be some additional administrative cost incurred in the printing of new registration certificates. There also could be some postage cost incurred with the mailing of registration certificates to the owner of the vehicle. Because the cost would depend on the number of vehicles covered by this proposal, the fiscal impact of the proposal is indeterminate.
