LEASED VEHICLES REGISTRATION - S.B. 613 (S-1): FLOOR ANALYSIS

CONTENT
The bill would amend the Michigan Vehicle Code to require the Secretary of State, beginning October 1, 1999, to require an applicant for registration of a leased vehicle that was subject to registration under the Code to disclose in writing the date the lease began and terminated and the lessee's name and bona fide residence as well as either of the following: the lessee's mailing address, if he or she were an individual; or the lessee's business address, if he or she were a firm, association, or corporation.
The owner of a leased vehicle would have to notify the Secretary of State in writing of any change in the above required information within 30 days after that change. The Secretary of State would have to maintain this information on the Secretary of State's computer records.
The bill specifies that it would not apply in any year for which the State Legislature failed to appropriate funds for the Secretary of State's implementation of computer records relating to leased vehicles.

FISCAL IMPACT
The Department of State has hired an outside consultant for $1 million to set up a computer system that could accommodate a change in the record keeping procedures. Further, there could be some additional administrative cost incurred in the printing of new registration certificates. There also could be some postage cost incurred with the mailing of registration certificates to the owner of the vehicle. Because the cost would depend on the number of vehicles covered by this proposal, the fiscal impact of the proposal is indeterminate.
