(E) THE BUSINESS SUBMITS A DEVELOPMENT PLAN OUTLINING ITS BUSINESS PLAN FOR THE USE OF THE PROPERTY WITHIN THE RENAISSANCE ZONE AND FOR THE BUSINESS ACTIVITY AND USE OF THE PROPERTY OUTSIDE THE RENAISSANCE ZONE THAT IS TO BE RELOCATED UNDER THIS SECTION AND ENTERS INTO AN ENFORCEABLE DEVELOPMENT AGREEMENT WITH THE LOCAL UNIT OF GOVERNMENT REGARDING THE IMPLEMENTATION OF THAT BUSINESS PLAN.".

I just wanted to mention that this was my worst trip ever from my home to Lansing. It took four hours and 10 minutes. That is why I missed a number of votes this morning. I wanted my frustration and also the reason to be recorded.
 
Senator V. Smith's statement is as follows:
I ran into the same problem this morning on the way to Lansing coming out of Detroit-- three and a half hours, off of I-696 onto the back roads and the hinterlands. I finally got here, but I do want the record to reflect that I was late, missed a number of votes, and it was due to a very large traffic tie-up on I-696 and I-96.
 
Senator Stallings' statement is as follows:
I encountered the same manage of traffic leaving Detroit this morning. Even with the traffic being as heavy as it was, I would like to also, as a matter of record, thank the Oakland County Road Commission for allowing me to follow a salt truck for about 10 miles on the side, and the assistance of the State Police in terms of trying to get me here on time. After all of that assistance, it still took me over three and a half hours to get to Lansing, and as a result, I was not able to vote on a number of pieces of legislation that came before this body.
 
Senator Young's statement is as follows:
Governor Engler's state contracts wastes Michigan's precious resources. The other day, the Michigan Coalition of State Employees Unions, recently came out with a dirty dozen list of state contracts that are hurting state taxpayers. This list shows that the state is facing a problem. The problem is that state contracts are costing taxpayers instead of saving all of us money. This administration has pushed privatization saying that it will provide a big cost savings to Michigan taxpayers, but that has not been the case. Many of these contracts are costing taxpayers more money for less service. This administration favors privatization for privatization sake, no matter what the cost and no matter how small or nonexistent the benefits of the people of Michigan are. For example, a three-year contract with ABC Paving was approved this year, even though it will cost the state significantly more to have ABC maintain the roads than it would to have state employees do the work.
Another mess is the state campground reservation system. A major Republican contributor was awarded the contract to handle these reservations. There have been constant computer breakdowns that have prevented campers from enjoying our wonderful state parks. Many camp sights were vacant over the Labor Day holiday because of the ongoing failures of the system. The list goes on and on and on, and I could spend hours listing the problems and giving the details, but I won't do that today. The bottom line is that many of these contracts are not working. The administration's belief that the private sector can provide cheaper and more efficiently than public employees has been proven wrong again, again and again. I believe it is time for this Legislature to examine these contracts more closely and make the operation of the state government work for taxpayers, not just for the sake of some political benefactor.
