A bill to amend 1933 (Ex Sess) PA 18, entitled "An act to authorize any city, village, township, or county to purchase, acquire, construct, maintain, operate, improve, extend, and repair housing facilities; to eliminate housing conditions which are detrimental to the public peace, health, safety, morals, or welfare; and for any such purposes to authorize any such city, village, township, or county to create a commission with power to effectuate said purposes, and to prescribe the powers and duties of such commission and of such city, village, township, or county; and for any such purposes to authorize any such commission, city, village, township, or county to issue notes and revenue bonds; to regulate the issuance, sale, retirement, and refunding of such notes and bonds; to regulate the rentals of such projects and the use of the revenues of the projects; to prescribe the manner of selecting tenants for such projects; to provide for condemnation of private property for such projects; to confer certain powers upon such commissions, cities, villages, townships, and counties in relation to such projects, including the power to receive aid and cooperation of the federal government; to provide for a referendum thereon; to provide for cooperative financing by 2 or more commissions, cities, villages, townships, or counties or any combination thereof; to provide for the issuance, sale, and retirement of revenue bonds and special obligation notes for such purposes; to provide for financing agreements between cooperating borrowers; to provide for other matters relative to the bonds and notes and methods of cooperative financing; and for other purposes," (MCL 125.651 to 125.709c) by amending the title, as amended by 1996 PA 338, and by adding section 3a.

A bill to amend 1991 PA 180, entitled "An act to assist in the financing of stadia or convention facilities; to permit eligible municipalities to impose and collect an excise tax on businesses engaged in the preparation and delivery of food and beverages for immediate consumption, in leasing or renting motor vehicles in the eligible municipality, and in providing accommodations for dwelling, lodging, or sleeping purposes; to limit the rate of that excise tax; to authorize voter approval in a single ballot question of the excise tax authorized by this act and of certain purposes for which the excise tax is imposed; to provide for the establishment of procedures for the collection, administration, and enforcement of the excise tax; to prescribe the powers and duties of certain state departments and state and local officials; to provide for the disposition and transmittal of the revenues from the tax for stadia or convention facility development and other purposes and authorize the pledge of those revenues; to authorize the appointment of employees and officials of a local governmental unit to an authority to which revenues from the tax may be pledged; to prescribe penalties and provide remedies; and to repeal certain acts and parts of acts," (MCL 207.751 to 207.759) by adding section 2a.

A bill to amend 1978 PA 368, entitled "An act to protect and promote the public health; to codify, revise, consolidate, classify, and add to the laws relating to public health; to provide for the prevention and control of diseases and disabilities; to provide for the classification, administration, regulation, financing, and maintenance of personal, environmental, and other health services and activities; to create or continue, and prescribe the powers and duties of, departments, boards, commissions, councils, committees, task forces, and other agencies; to prescribe the powers and duties of governmental entities and officials; to regulate occupations, facilities, and agencies affecting the public health; to regulate health maintenance organizations and certain third party administrators and insurers; to provide for the imposition of a regulatory fee; to promote the efficient and economical delivery of health care services, to provide for the appropriate utilization of health care facilities and services, and to provide for the closure of hospitals or consolidation of hospitals or services; to provide for the collection and use of data and information; to provide for the transfer of property; to provide certain immunity from liability; to regulate and prohibit the sale and offering for sale of drug paraphernalia under certain circumstances; to provide for penalties and remedies; to provide for sanctions for violations of this act and local ordinances; to repeal certain acts and parts of acts; to repeal certain parts of this act; and to repeal certain parts of this act on specific dates," by amending the title and sections 2811, 2813, and 16177 (MCL 333.2811, 333.2813, and 333.16177), the title as amended by 1994 PA 170 and section 16177 as amended by 1993 PA 80, and by adding section 21533.

A resolution recognizing May 10 through May 16, 1998, as Police Week in the City of Warren.

Whereas, The City of Warren will recognize the week of May 10 through 16, 1998, as "Police Week" in the City of Warren. May police officers across our city and state know of our deep appreciation for their public service and their sacrifice; and

Whereas, In 1962, President John F. Kennedy proclaimed the week of May 15th as National Police Week with one day set aside as National Police Officers Memorial Day. This proclamation has helped us focus on the sacrifices made by our police officers over the last three decades and remains a symbol of our nation's commitment to them; and

Whereas, Warren's law enforcement officers undertake a demanding and dangerous job every day they put on their uniform. They have been sworn to uphold our laws and to protect our lives and property from harm. Our ability to live as free citizens is completely dependent on the faithful performance of their duties. Our law enforcement officers have been exemplary public servants, and National Police Week is another reminder of the dangers that they face. National Police Officers Memorial Day, which is observed during this week, is a special reminder of the officers who have fallen in the line of duty and deserve our recognition; and

Whereas, We appreciate support of Warren's Police Officers, who have earned our sincere thanks. May the citizens of Warren continue to recognize the blessings of a police force made up of such devoted individuals. As we go about our business, let us pause to remember both the officers who died while protecting us and those who have lost a family member; now, therefore, be it

Resolved by the House of Representatives, That members of this legislative body recognize the week of May 10 through 16, 1998, as "Police Week" in the City of Warren. May all the citizens of Warren be encouraged to recognize the important services and protection police officers across our city and state provide; and be it further

Resolved, That a copy of this resolution be transmitted to the Warren Police Department as evidence of our highest esteem.

House Resolution No. 272.

A resolution to urge the United States Environmental Protection Agency to rescind its interim guidance to treat certain environmental concerns as civil rights issues.

Whereas, Michigan's public officials fully support the implementation of environmental programs to protect citizens and the environment in full compliance with Title VI of the federal Civil Rights Act. Our state has a strong commitment to preventing discrimination based on race, locality, or any other consideration. Michigan believes that sound enforcement of laws and regulations is the best way to provide environmental equity; and

Whereas, The United States Environmental Protection Agency has issued its Interim Guidance for Investigating TitleVI Administrative Complaints Challenging Permits. This is intended to provide a framework for processing complaints filed under federal civil rights statutes. The EPA is soliciting comments during a 90-day period that began February 5, 1998; and

Whereas, The interim guidance would conflict with state and local land use policies, brownfield clean-up and redevelopment, and urban revitalization efforts. The EPA's proposal does not provide definitions, standards, or methodologies that are precise or are based on sound, peer-reviewed science, especially in the area of assessing cumulative exposure. Many people feel that the EPA's interim guidance goes far beyond the President's 1994 Executive Order concerning environmental justice and would have serious, unintended consequences; and

Whereas, The states have the primary responsibility to implement most of the nation's environmental programs. The promulgation of the proposed interim guidance in its current form would disrupt the management of environmental programs and would not achieve its desired purpose; now, therefore, be it

Resolved by the House of Representatives, That we urge the United States Environmental Protection Agency to rescind its interim guidance to treat certain environmental concerns as civil rights issues. We urge the EPA to work with the states to develop a policy that maintains state authority and establishes definitions, standards, and methodologies to deal with issues such as cumulative exposure and human health, local zoning and land use, urban economic revitalization efforts, brownfield and redevelopment programs, and related matters; and be it further

Resolved, That copies of this resolution be transmitted to the United States Environmental Protection Agency.

House Resolution No. 273.

A resolution honoring the 1998 Winter Olympians from Michigan.

Whereas, The 1998 Olympics have come to an end in Nagano, Japan and Michigan's Winter Olympians have returned home. These athletes have united many communities and made a profound impact across Michigan. It is a great pleasure and a privilege to welcome Olympians Shelley Looney, Chris Thorpe, Mark Grimmette, Wendel Suckow, Erin Gleason, Julie Goskowicz, Andy Erickson, Scott Koons and Tom O'Hare back home to the great State of Michigan; and

Whereas, The United States Women's Hockey Team won the first gold medal in Olympic Women's Hockey. Shelley Looney of Brownstown Township was a member of this inspirational team. Shelley, a forward, scored midway through the third period of the gold medal game against Canada. The final score was 3-1; and

Whereas, Olympic luge competitions in the past have been dominated by Germans, Italians, Austrians and the former Soviets. Chris Thorpe, from Marquette, along with his partner Gordy Sheer, and Mark Grimmette of Muskegon, along with his partner Brian Martin, became the first Americans to win Luge Medals in the Winter Games since 1964. Chris and Gordy had the European teams mystified when Chris would shout to Gordy "don't choke" prior to every race since the 1992 Olympics. This year the team "did not choke" and captured the Olympic Silver medal in the Men's Doubles Luge competition. Mark Grimmette and his partner Brian Martin captured the bronze medal in the Men's Doubles Luge; and

Whereas, Wendel Suckow a former World Cup Champion, also of Marquette, finished sixth in the Men's Singles Luge Competition. Wendel trained in Lake Placid New York for the Olympics but, has been a very active participant in the Marquette community. Wendel is indeed a fine young man who has become a source of great pride to the community; and

Whereas, Five other Olympic Athletes have been training at the United States Olympic Education Center (USOEC) in Marquette. The USOEC is the nation's first and only Olympic Education Center located on Northern Michigan University's Campus. The USOEC allows athletes to continue their education while training for the Olympics. These five athletes: Erin Gleason, Julie Goskowicz, Scott Koons, Tom O'Hare and Andy Erickson all made their first appearance at the Olympic games in Nagano; and

Whereas, Erin and Julie are short track speedskaters. Erin is the current U.S. record holder in the 1,500 and 3,000 meter relay and a 1996 World Championship bronze medalist. She has finished two years toward her pre-med degree in biochemistry and placed 13th at the 1998 Winter Olympics in the Women's 500 meters and 18th in the Women's 1000 meters. Both Julie and Erin were part of the Women's 3000 meter Relay Team which placed 5th at the Olympics. Julie holds U.S. junior records in the 500, 1000, 1500, 3000 and 1000 meter time trials and holds the senior record in the 3000 meter race. Julie also is a 1997 U.S. Championship silver medalist; and

Whereas, Tom O'Hare is a short track speedskater and finished 7th overall at the 1995 World Championships. Tom is studying pre-law at Northern and was part of the Men's 5000 meter relay team which placed sixth; and

Whereas, Scott Koons is a short track speedskater and the former 1996 U.S. record holder in the 500 meter. Scott qualified for the U.S. Olympic Team on the last lap of the final race at the Olympic Trials. He gave it everything he had on the last corner and showed the heart and guts it takes to make the Olympic team. Scott was part of the Men's 5000 meter relay team; and

Whereas, Andy Erickson is a biathlete and the 1998 Olympic Trials 20-kilometer champion. Andy competed on the Men's 4 by 7.5km Relay which placed 17th in Nagano; now, therefore, be it

Resolved by the House of Representatives, That we can be sure of the proven talents and competitive spirit of these 1998 Winter Olympic Athletes. May Shelley Looney, Chris Thorpe, Mark Grimmette, Wendel Suckow, Erin Gleason, Julie Goskowicz, Andy Erickson, Scott Koons and Tom O'Hare know of our pride in their Olympic accomplishments; and be it further
