The bill would amend the Neighborhood Enterprise Zone Act to allow an application for a neighborhood enterprise zone certificate to be filed after a building permit had been issued
for the construction of a new facility if the area in which the new facility was located were designated as a neighborhood enterprise zone by the governing body of the local governmental unit in calendar year 1992 and if the building permit were issued for that new facility before December 31, 1995, and after September 28, 1993.
Currently, the Act requires applications for certificates to be filed before a building permit is issued for the new construction or rehabilitation of a facility, but allows an application to be filed after a building permit is issued for the rehabilitation of a facility if the area in which the facility is located is designated as a neighborhood enterprise zone in the calendar year 1992, and the building permit was issued before December 31, 1994, and after the date on which the area was designated as a zone. The bill would add another exception under which an application for a certificate could be filed after a building permit was issued.
