CONTENT

Senate Bill 874 would amend Public Act 283 of 1909 to allow county boards of commissioners, by ordinance, to dissolve the county road commissions and transfer powers, duties, assets, and liabilities of county road commissions to the county board of commissioners.

Senate Bill 875 would reflect this change in the Michigan Election Law (Public Act 116 of 1954). That Law contains provisions regarding elected county road commissions.

Proposed MCL 224.5a (S.B. 874) MCL 168.251 (S.B. 875)

FISCAL IMPACT

The administrative savings to local government would depend on the number of county road commissions eliminated. Salaries and benefits for members vary by county. All county road commissions, except Jackson and Macomb, are part-time positions. Salaries for part-time commissioners range from $1,000 to $10,775. Full-time members of the county road commission in Jackson County receive $26,432 and members in Macomb receive $25,932. (Note: Data on county road commissioners' salaries is based on a 1995 survey compiled by the County Road Association of Michigan.)
