SUMMARY OF SENATE BILL 603 as introduced 6-15-95:

 

The bill would amend the Friend of the Court Act to require each office of the Friend of the Court (FOC), at least twice yearly, to publish a list of that office’s delinquent payers in a newspaper of general circulation within the office’s jurisdiction. The list would have to include each delinquent payer’s name, city of residence, and delinquent amount.

 

At least once each calendar quarter, an FOC office would have to notify a delinquent payer of his or her delinquency and of the fact that he or she would be included in the published list if the past due support were not made current. An office would have to assess a fee, sufficient to pay the cost of the publication, against a payer who was included in a published list.

FISCAL IMPACT

 

The cost to the Friend of the Court of publishing the names of delinquent payers is estimated at approximately $100,000 annually. Assuming that the FOC would be able to collect the fees associated with printing, against the delinquent payers, the Friend of the Court would be reimbursed, incurring no additional cost.

 

The impact on increased support collections is expected to be minimal.
