Vehicles; license plates; nonprofit recycling centers and certain nonprofit conservation organizations; include as eligible for "Y" plates for a certain period of time and permit secretary of state to issue commemorative plates for special or historical events for a certain period of time. Amends secs. 224, 225, 801 & 804 of Act 300 of 1949 (MCL 257.224 et seq.) & adds sec. 33b.
