CONTENT

 

The supplemental would provide appropriations for fiscal year (FY) 2019-20 for efforts to combat the coronavirus COVID-19. The supplemental includes line item appropriations of $125.0 million Gross and $125.0 million General Fund/General Purpose (GF/GP). Table 1 summarizes the appropriations in the supplemental.

FISCAL IMPACT

 

The bill provides line-item appropriations of $125.0 million Gross and $125.0 million GF/GP. Table 2 summarizes the details of the appropriations in the supplemental.

 

FY 2019-20 BOILERPLATE LANGUAGE SECTIONS-PART 2

 

Sec. 201. General. Records amount of total State spending and payments to local units of government.

 

Sec. 202. General. Subjects appropriations and expenditures in the article to the provisions of the Management and Budget Act.

 

Sec. 203. General. Directs that, if the State Administrative Board transfers funds appropriated in this act, the Legislature may, by concurrent resolution requiring a majority vote in each chamber, transfer funds within a particular department, board, commission, officer, or institution.

 

Sec. 204. General. Requires the Office of the Auditor General to audit the use of funds appropriated in part 1 and report to the chairs of the Senate and House Appropriations Committees at least every month on the appropriateness of the previous month's expenditures. Requires all departments, state agencies, committees, commissioners, and officers of the State or any political subdivision thereof to provide any necessary assistance to the Auditor General. Requires a report by September 30th to the administration and the Legislature on services covered under this section, details of findings of fraud, waste, or abuse, and recommendations for corrective actions.

 


Sec. 205. General. Requires the State Budget Director to report on the status of funds appropriated in this bill to the chairs of the House and Senate Appropriations Committees on a biweekly basis.

 

Sec. 251. Health and Human Services. Directs that the funds in the Coronavirus Public Health Emergency - Health Care Capacity line item be distributed to critical health care providers in the state to expand capacity for the health care response to the coronavirus COVID-19. Requires reports by the State Budget Office to the Legislature by June 30, 2020 and September 30, 2020 on the types of activities supported with the funds and the amount of funds spent to date.

 

Sec. 301. Technology, Management, and Budget. Allocates an additional $35.0 million to the Coronavirus Response Fund. Directs that such funds may only be spent upon appropriation or after adoption of the legislative transfer pursuant to the Management and Budget Act. Directs that interest and earnings from investment of funds in the response fund shall be deposited in the General Fund. Requires that remaining funds at the end of a fiscal year remain in the Coronavirus Response Fund and not lapse.

 

Sec. 302. Technology, Management, and Budget. Permits the appropriation of Federal revenues authorized by and available from the Federal government for the COVID-19 public health emergency and related economic response to various departments. If the State Budget Office approves additional expenditure authorization in the State's accounting system, the administration shall notify the chairs of the relevant appropriations subcommittees and the fiscal agencies within ten days after the approval. Includes language terminating the administration's ability to appropriate such funds 90 days after the act takes effect.

 

Sec. 303. Technology, Management, and Budget. Increases Restricted contingency fund authorization by $35.0 million.
