A bill to require state public universities that authorize the
organization and operation of public school academies to admit into
the universities' undergraduate programs certain high school
graduates from those university-authorized public school academies
and to provide all necessary remedial education to students so
admitted; and to provide for the powers and duties of certain state
officers and entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act shall be known and may be cited as the "open
university admissions for graduates of university-chartered high
schools act".
Sec. 3. As used in this act:
(a) "Authorizing body" means a public agency that authorizes
the organization and operation of 1 or more public school academies
pursuant to the revised school code, 1976 PA 451, MCL 380.1 to
380.1852.
(b) "Eligible student" means an individual who meets both of
the following:
(i) Was awarded a high school diploma from a public school
academy after attending all of grades 9 to 12 at that public school
academy in a course of study designed for college readiness.
(ii) Completed the high school course of study described in
subparagraph (i) on or after the effective date of this act.
(c) "Public school academy" means that term as defined in
section 5 of the revised school code, 1976 PA 451, MCL 380.5.
(d) "State public university" means a university described in
section 4, 5, or 6 of article VIII of the state constitution of
1963.
Sec. 5. Regardless of its admission standards relating to
academic potential, including, but not limited to, high school
academic performance and standardized test scores, the governing
board of a state public university shall accept the application of
an eligible student for enrollment into any of the university's
baccalaureate programs if the governing board was an authorizing
body of the public school academy from which the eligible student
graduated on the date that the eligible student completed his or
her studies at that public school academy.
Sec. 7. If an eligible student who is admitted to a state
public university under section 5 needs remedial education to
complete a baccalaureate program of his or her choosing, the state
public university shall provide, at the university's expense, all
necessary remedial education.
Enacting section 1. This act takes effect 90 days after the
date it is enacted into law.
