Dr. Brian Stogner, President of Rochester College in Rochester Hills, offered the following invocation:

“Almighty God,

We give You praise, glory, and honor today. We acknowledge You as the Creator and Sustainer of the Universe, the giver of all good gifts. We thank You for Your grace and care and for Your love for all of Your children, regardless of their creed, color, status, orientation, party, citizenship, or origin.

O God, because You are the ultimate source of wisdom, we ask that You give the members of this great assembly an extra measure of wisdom and discernment. We pray that You would lead them to reason together for the good of the state of Michigan and for the ultimate good of all of Your people. We pray that You would lead them to deliberate and to act in ways that would help to improve the lives of all of Your children in this great State and beyond. We pray that You would give them courage to do what is good and right, even if it is not easy or popular. We pray for their safety and well-being and for the safety and well-being of all of Your children.

Finally, our God, today we pray for peace. We pray for Your continued blessings, and we pray that You would ever guide and help us to be good stewards of those blessings.

Motions and Resolutions

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 189.

A resolution of tribute offered as a memorial for Alvin H. Kukuk, former member of the House of Representatives.

Whereas, It is with great sadness that the members of this legislative body learned of the passing of Alvin H. Kukuk. He was an active and determined legislator whose diverse expertise made him an effective champion for the people of the Thirty-third District and the entire state; and

Whereas, Alvin H. Kukuk developed strong ties to his community well before he entered public life. He attended Macomb County Community College, became a certified associated engineering technician, earned his real estate license, and owned his own small business. He also served seven years in the Michigan National Guard’s 182nd Field Artillery Battalion; and

Whereas, Prior to his election to the House of Representatives in 1992, Alvin H. Kukuk welcomed the chance to improve his community, taking on numerous important roles, such as Macomb Township Inspector, Macomb Township Clerk, Macomb Township Supervisor, and Macomb County Commissioner. Additionally, he was a member of the volunteer fire department in Macomb Township, served as the Treasurer for the Macomb Township Economic Development Corporation, and was a part of the Macomb Intermediate School District School Improvement Plan Advisory Committee; and

Whereas, Alvin H. Kukuk’s knowledge of a wide range of issues and hands-on experience in the public and private sectors made him a valuable member of the House of Representatives during his six years in Lansing. His life in business, the armed services, and local government prepared him to sponsor more than a dozen public acts on topics that touched nearly every aspect of life in Michigan. His committee responsibilities were no less diverse, as he served on the Business and Finance; Commerce; Economic Development; Education; Insurance; and Public Utilities committees, as well as taking on the role of minority vice-chair of the Marine Affairs and Port Development Committee and vice-chair of the Transportation Committee during his time in the House; and

Whereas, Alvin H. Kukuk was a steadfast public servant who was deeply committed to improving the lives of his constituents. Upon his passing, we offer our condolences to his family and friends. We hope that they may find comfort in the knowledge that the community as a whole shares in their bereavement and that the legacy of Alvin H. Kukuk’s contributions will long continue to enrich our state; now, therefore, be it

Resolved by the House of Representatives, That we offer this expression of our highest tribute to honor the memory of Alvin H. Kukuk, a member of this legislative body from 1993 to 1998; and be it further

Resolved, That copies of this resolution be transmitted to the Kukuk family as evidence of our lasting esteem for his memory.

House Resolution No. 190.

A resolution to declare November 2017 as Diabetes Awareness Month in the state of Michigan.

Whereas, Approximately 790,200 adults and children in Michigan are affected by Type 1 or Type 2 Diabetes. Michigan’s rate of 10.4 percent of the population is higher than the national rate of 9.3 percent; and

Whereas, Type 1 diabetes typically presents during childhood or adolescence, but can also develop in adults; and

Whereas, The warning signs of Type 1 diabetes include excessive thirst, frequent urination, rapid weight loss, stomach pain, nausea, vomiting, fatigue and weakness and are often mistaken for the flu, strep throat, a growth spurt or a urinary tract infection; and

Whereas, From 2001 to 2009, the rate of Type 1 diabetes in American youth increased 23 percent; and

Whereas, The warning signs of Type 2 diabetes include increased thirst, frequent urination, increased appetite, weight loss, fatigue and dark patches of skin; and

Whereas, As childhood obesity increases, there is an ongoing shift of Type 2 Diabetes from an adult disease to one that affects children; and

Whereas, The 2012 cost of diabetes in Michigan was estimated at $10.5 billion; and

Whereas, There is not a cure for Types 1 or 2 diabetes, but the diseases may be manageable through diet, exercise, insulin therapy or other medications; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body declare November 2017 as Diabetes Awareness Month in the state of Michigan; and be it further

House Resolution No. 191.

A resolution of support for the initiative to bring the first Fisher House to Michigan.

Whereas, Michigan boasts among its citizens more than 640,000 veterans, many of whom have recently returned home from service in Iraq and Afghanistan; and

Whereas, The Veterans’ Administration Ann Arbor Healthcare System (VAAAHS) provides state-of-the-art healthcare for veterans living in a 15-county area of Michigan and northwest Ohio. The VAAAHS provides more than 800,000 outpatient visits and more than 5,000 episodes of inpatient care at the hospital and extended care center annually. Rated the second-best Veterans’ Administration medical center in the United States, the VAAAHS also serves as a referral center for specialty care, providing critical medical treatment that is not available in other nearby VA facilities, including trans-aortic valve replacement, deep brain stimulation for Parkinson’s Disease, and access to the Traumatic Brain Injury Center; and

Whereas, Many VAAAHS patients travel a long distance to receive care, which can present a significant barrier to healthcare for these veterans, their families, and caregivers. Between 200 and 300 families per month request lodging at theVAAAHS for the purpose of traveling with their veteran as he or she receives care; and

Whereas, The Fisher House Program provides lodging free of charge to families of VA patients. There are currently 71 Fisher Houses located in 27 states, but none in Michigan. Establishing a facility near the VAAAHS that can act as a “home away from home” for family members of patients receiving medical care will go a long way toward providing support and encouragement for both patients and their families, thus significantly improving patient outcomes; and

Whereas, The VA has approved a Fisher House location at the VAAAHS and in May 2016, Fisher House Michigan, a nonprofit organization under section 501(c)(3) of the federal tax code, was formed with the purpose of bringing the first Fisher House to Michigan. The construction of a Fisher House in Ann Arbor will be funded by a $5 million capital campaign by Fisher House Michigan, as well as matching funds from the Fisher House Foundation, a nationwide nonprofit organization; and

Whereas, Once complete, the Fisher House at the VAAAHS will provide 5,840 nights of free lodging to veterans’ family members and caregivers each year; now, therefore, be it

Resolved by the House of Representatives, That we support the initiative to bring the first Fisher House to Michigan; and be it further

Resolved, That copies of this resolution be transmitted to the Director of the Veterans’ Administration Ann Arbor Healthcare System, the Board of Directors of Fisher House Michigan organization, and the President of the Fisher House Foundation.

Was read a second time, and the question being on the adoption of the proposed substitute (H-1) previously recommended by the Committee on Michigan Competitiveness,

The substitute (H-1) was adopted, a majority of the members serving voting therefor.

Rep. Schor moved to amend the bill as follows:

1. Amend page 8, line 1, after “(e)” by striking out “Any” and inserting “EXCEPT AS OTHERWISE PROVIDED IN THIS SUBDIVISION, ANY”.

2. Amend page 8, line 2, after “fund.” by inserting “FOR FISCAL YEAR 2018, ANY AMOUNT COLLECTED AFTER CREDITING THE AMOUNTS UNDER SUBDIVISIONS (A) TO (D) SHALL BE CREDITED TO THE FIRE PROTECTION FUND CREATED UNDER SUBSECTION (7).”.
