AN ACT to make, supplement, and adjust appropriations for various state departments and agencies and for capital outlay for the fiscal year ending September 30, 2016; and to provide for the expenditure of the appropriations.
The People of the State of Michigan enact:

PART 2
PROVISIONS CONCERNING APPROPRIATIONS
GENERAL SECTIONS
Sec. 201. In accordance with the provisions of section 30 of article IX of the state constitution of 1963, total state spending from state resources in this appropriation act for the fiscal year ending September 30, 2016 is $400.00 and state appropriations paid to local units of government are $200.00.
Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.
CAPITAL OUTLAY
Sec. 301. The planning grant authorized in part 1 for the Michigan state police Grand Rapids forensic laboratory, Rockford post, and 6th district headquarters consolidation authorizes the Michigan state police and the department of technology, management, and budget to conduct a project planning study only. The planning grant authorized in part 1 shall be supported solely from existing appropriations to the departments of technology, management, and budget and state police as authorized in 2015 PA 84 and shall not exceed $150,000.00 per department. The departments of technology, management, and budget and state police shall present the completed plan to the joint capital outlay subcommittee for review and approval in accordance with the capital outlay process. If the joint capital outlay subcommittee approves the project through an affirmative vote, construction authorization shall be required in an appropriation act prior to moving forward on the completed plan.
This act is ordered to take immediate effect.
