CONTENT

 

The bill would amend the Mental Health Code to allow a community mental health services program (CMHSP) to enter into agreements with other providers or managers of health care or rehabilitative services to foster interagency communication, cooperation, coordination, and consultation.  A CMHSP's activities under such an agreement would have to be consistent with Section 206 of the Code.

 

(That section specifies that the purpose of a CMHSP is to provide a comprehensive array of mental health services appropriate to conditions of individuals who are located within its geographic service area, regardless of an individual's ability to pay.  Section 206 establishes the minimum services that must be included in the required array.  Additionally, Section 206 requires services to promote the best interests of the individual and be designed to increase independence, improve quality of life, and support community integration and inclusion.  Services for children and families must promote the best interests of the individual receiving services and be designed to strengthen and preserve the family unit, if appropriate.  The CMHSP must deliver services in a manner that demonstrates that they are based upon recipient choice and involvement, and must include wraparound services when appropriate.)

FISCAL IMPACT

 

A small negative administrative fiscal impact would result for a community mental health service program should it choose to partner with a local entity. Such a partnership would result in a negligible cost to the local agencies.
