A SUMMARY OF HOUSE BILL 4042 AS INTRODUCED 1-22-13

The bill would amend the Social Welfare Act (MCL 400.1 et seq.) to do the following:

** Require the Department of Human Services to perform a monthly match using the United States Social Security Death Index database to determine if a recipient is deceased.  If the department determines that a recipient is deceased at the time the death index match is performed, the bridge card would not be issued.  If a bridge card has been issued to the deceased recipient, the department would be required to terminate bridge card access.

** Repeal Section 10e[1] and replace and re-enact that section with a new Section Section 10f.  (This appears to be a technical, clean-up amendment.)  Under that provision, first put into statute by Public Act 281 of 2012, the department is required to perform an incarceration match each month to obtain information to assist in determining eligibility based on incarceration status.  If the department determines that a recipient is incarcerated at the time the match is performed, a bridge card is not issued.  If a bridge card has already been issued to the incarcerated recipient, the department must terminate that bridge card access.

FISCAL IMPACT:  

House Bill 4042 codifies current DHS policy, so there will be no fiscal impact.
