CONTENT
The bill would enact the "Public Employee Compensation Disclosure Act" to require the Civil Service Commission, by January 31 each year, to post on its website specific information regarding classified State employees during the prior fiscal year. The posted information would have to include the average annual cost of the benefits for all employees, and all of the following for each State department or agency:
-- The number of full-time equivalent employees.
-- The average pay rate for all employees.
-- The average years of service for all employees.
-- The number of new hires, returns, and separations.
-- The turnover rate.
-- The percentage of employees eligible to retire over the next one-, three-, and five-year periods.
-- The number of employees in each bargaining unit.

FISCAL IMPACT
According to the Michigan Civil Service Commission, all of the items required under the bill are already reported in the annual Michigan Workforce Report and are updated annually. The Commission also has stated that it already operates and maintains a publicly accessible website. According to the Commission, adding the information required under this bill to its public website would not increase the Commission's annual costs for operating and maintaining its public website.
