CONTENT
The bill would amend the Social Welfare Act to require the Department of Human Services (DHS) to perform a monthly incarceration match to obtain information to assist in determining eligibility for services based on incarceration status. If the DHS determined that a recipient of services under the Act was incarcerated at the time of the incarceration match, it could not issue a Bridge Card to the incarcerated recipient. If a Bridge Card had already been issued to that person, the DHS would have to terminate his or her Bridge Card access.

FISCAL IMPACT
The bill would codify current DHS policy, as described in Section 804 of the DHS Policy and Procedures Manual, and therefore would not have a fiscal impact on the State or local units of government. The Department runs an automated monthly match between the DHS Bridges system and the Department of Corrections in order to search for assistance recipients who are incarcerated.
