House Bill 4403 (as reported without amendment)
Sponsor: Representative Shanelle Jackson
House Committee: Judiciary
Senate Committee: Judiciary

CONTENT
The bill would amend the Revised Judicature Act (RJA) to require a county jury board to send a juror qualifications questionnaire to each person on the first jury list, even if the person previously failed to return a juror qualification questionnaire.

The RJA outlines procedures for a county jury board to develop a first jury list. The board must remove from that list the name of any person who its records show served as a juror in any court of record in the county at any time in the last year. With the approval of the chief circuit judge, the board may remove from the first jury list the name of any person who has been convicted of a felony and therefore is disqualified from serving as a juror pursuant to the RJA. The board then must supply a juror qualifications questionnaire to people on the first jury list.

The bill specifies that the board would have to provide the questionnaire to each person on the first jury list, regardless of whether the person previously failed to return a juror qualification questionnaire.
