The bill would amend the Mobile Home Commission Act to require an applicant for a duplicate mobile home title to certify that he or she was the owner and, if the application were filed electronically, provide information to verify his or her identity upon request.

The owner of a mobile home that is subject to the Act's certificate of title provisions must apply to the Department of State for the issuance of a certificate, and pay a fee of $90.  The fee for obtaining a duplicate title is $15, unless a lesser amount is established.

Under the bill, an application for a duplicate title would have to be on a form prescribed by the Department.  The application would have to include a certification that the applicant owned the mobile home and that all information on it was complete to the best of his or her knowledge.  The applicant also would have to sign the application or, if it were filed electronically, provide information requested by the Department to verify his or her identity.
