Changes from FY 2011-12 Year to Date:

 

  1.  Dam Management Grant Program.  The Governor and Senate included $500,000 in recurring appropriations and $2.0 million in one-time funding for a program that would give grants to State, local, and private dam owners whose dams needed repair or demolition.

  2.  Summer Youth Initiative.  The Governor included a new program which would hire youth in Saginaw, Flint, Pontiac, and Detroit to work at DNR-operated facilities.  The Senate did not include this program.

  3.  Off-Road Vehicle License Fee Increase.  The Governor included a proposal to raise annual ORV fees from $16.25 to $35 in FY 2012-13, and $45 in FY 2014-15.  Additional revenue would be used for the maintenance and development of ORV trails and DNR administration.  The Senate did not include this fee increase.

  4.  Duplicate Safety Certificate Fee.  The Governor and Senate included a proposal to create an $11 fee for issuing duplicates of the various recreational safety certificates issued by the DNR.

  5.  Shooting Range Fees.  The Governor and Senate included a proposal to allow the DNR to charge a $5 daily fee for DNR-operated shooting ranges that are not inside State parks.  Currently, shooting ranges inside State parks have a $4 daily fee; this fee would be increased to $5 as well.

  6.  Cormorant Population Mitigation Program.  The Governor removed this program.  The Senate restored it, but included $100,000 in GF/GP funding instead of Game and Fish Protection Fund.

  7.  Reduce Excess Appropriation Authority.  The Governor and Senate reduced appropriations to a variety of line items to reflect the actual availability of State restricted revenue.

  8.  State Park Improvement Bond.  The Governor and Senate increased this line to reflect changes in financing costs.

  9.  Capital Outlay Adjustments.  The Governor adjusted Capital Outlay appropriations to match new projects expected for FY 2012-13.

10.  FY 2012 Contingency Plan.  The Governor and Senate included the elimination of 3.9 FTEs and associated funding for an employee concessions contingency plan.

Changes from FY 2011-12 Year to Date:

  1.  Purchasing Requirements.  The Governor removed and Senate retained a prohibition on buying foreign goods and preference for Michigan companies, as well as a section favoring deprived and depressed communities.  (Secs. 210 and 211)

  2.  Communication with the Legislature.  The Governor removed and Senate retained a prohibition against punishing employees who communicate with the Legislature.  (Sec. 212)

  3.  Report Retention.  The Governor removed and Senate retained a requirement that the Department retain reports.  (Sec. 217)

  4.  Waterways Projects.  The Governor removed and Senate retained a report on projects the Waterways Commission completed.  (Sec. 223)

  5.  FTE Report.  The Governor removed and Senate retained a quarterly FTE reporting requirement.  (Sec. 233)

  6.  Engineering Service Costs.  The Governor removed and Senate retained a section allowing the Department to charge a standard percentage fee to recover engineering costs.  A similar section was retained.  (Sec. 401)

  7.  Michigan Historical Museum Admission Fees.  The Governor removed an exemption for children under 18 for admissions fees at the Michigan Historical Museum.  The Senate retained this exemption.  (Sec. 406)

  8.  Land Transactions.  The Governor removed and Senate retained a report on land transactions approved during the year.  (Sec. 408)

  9.  Oil and Gas Leases.  The Governor removed and Senate retained a report on oil and gas leases that meet certain criteria.  (Sec. 409)

10.  Livestock Indemnification Payments.  The Governor removed and Senate retained a section requiring the DNR to reimburse the DARD for indemnification payments resulting from livestock lost to wolves, coyotes, and cougars.  (Sec. 502)

11.  Invasive Species Order Enforcement.  The Senate included a reporting requirement on enforcement efforts undertaken by the DNR on the feral swine invasive species order.  (Sec. 503)

12.  Cervid Fee Usage.  The Senate included a reporting requirement on the usage of cervidae licensing and inspection fees.  The section requires these fees not be used on anything but regulating privately owned cervids.  (Sec. 504)

13.  Water Control Structure Certification.  The Governor removed and Senate retained a section prohibiting the DNR from impeding the certification of water control structures on Michigan waterways.  (Sec. 602)

14.  Cormorant Mitigation Program.  The Senate added a section requiring a report on cormorant mitigation, and that the DNR direct appropriations for the program to the U.S. Department of Agriculture.  (Sec. 603)

15.  Timber Marking Quotas.  The Governor removed sections establishing minimums for the number of acres marked and prepared for timber harvest, and the DNR hire contract foresters to meet these quotas.  (Secs. 802 and 805)

16.  Horseback Interests.  The Governor removed and Senate retained a section requiring the DNR to work cooperatively with horseback riding interests.  (Sec. 804)

17.  Closed State Forest Campgrounds.  The Governor and Senate removed a section requiring that some closed campgrounds be incorporated into the State park system.  (Sec. 707 of FY 2012 budget)  The Governor removed and Senate retained a section expressing the Legislature's intent that campgrounds remain open.  (Sec. 806)

18.  Law Enforcement Grants.  The Governor removed and Senate retained two sections establishing criteria for issuing Snowmobile Law Enforcement Grants and Marine Safety Grants.  (Secs. 901 and 902)

19.  Recreation Passport Citations.  The Senate added a section requiring the Department to develop a standard operating procedure of issuing warnings to individuals whose vehicles did not have a recreation passport at a State forest campground or nonmotorized trailway trailhead.  (Sec. 903)

20.  ORV Trail Grants.  The Governor removed and Senate retained a requirement that $980,000 of these grants be used for new trails.  (Sec. 1002)
