House Changes to Senate-Passed:
  1. Operational Cuts throughout Budget. House did not concur with Senate in numerous operational cuts made in several lines throughout the budget. The lines reduced by the Senate were Information Technology ($190,600); Career and Technical Services, Building Occupancy Charges, and Early Childhood and Family Services ($100,000 cut to each); State Board/Office of the Superintendent ($88,200); Educational Improvement and Innovation Services ($87,900); and $50,000 cuts to each of the following: State Aid and School Finance, Professional Preparation Operations, and Central Support. 816,700
2. State Aid to Libraries. Senate restored a portion of the Governor's reductions in State Aid to Library payments, but House did not concur. (Note: Senate restored remainder of Library cuts in the School Aid budget.) (197,000)
3. Michigan eLibrary. Senate did not fund the Governor's proposed Michigan eLibrary due to the restoration of State Aid to Library payments. House did fund MeL since the House's budget did cut the State Aid to Library payments line item. 950,000

FY 2011-12 EDUCATION BUDGET BOILERPLATE HIGHLIGHTS

Changes from FY 2011-12 Senate-Passed:
  1. Posting Expenditures to Web. House included a new section requiring the Department to post expenditures to the web in a user-friendly format. Senate did not include this language. (Sec. 207)
2. Attorney General. Senate retained language prohibiting the Department from hiring legal staff whose work could otherwise be performed by the Attorney General. House deleted. (Sec. 221)
3. Reports. Senate included three new reports on consolidation of noninstructional services and potential fiscal impacts of implementing a State-run health savings account for all school employees. House did not include these sections. (Secs. 230-232)
4. Race to the Top (RTTT). Senate included a new section requiring the Department to use Part 1 funds to comply with all RTTT statutory requirements within the specified time lines. House did not include. (Sec. 229)
