CONTENT
The bill would amend the State Housing Development Authority Act to authorize the Michigan State Housing Development Authority (MSHDA) to operate as the sole statewide "public housing agency" and "housing finance agency" in Michigan. "Public housing agency" and "housing finance agency" would mean those terms as defined in the Code of Federal Regulations (24 CFR 5.100 and 24 CFR 266.5, respectively).
(Under the Federal Code, "public housing agency" means any state, county, municipality, or other governmental entity or public body, or agency or instrumentality of those entities, that is authorized to engage or assist in the development or operation of low-income housing under the United States Housing Act.
"Housing finance agency" means any public body, agency, or instrumentality created by a specific act of a state legislature or local municipality empowered to finance activities designed to provide housing and related facilities, through land acquisition, construction, or rehabilitation.)
