  Items Included by the House and Senate
1. Uniform Services Savings. The Governor, Senate, and House recommended various uniform services efficiencies. (7,927,400)
2. Forensic Sciences-Detroit Caseloads. The Governor, Senate, and House included additional GF/GP ($4,232,600) and restricted revenue ($789,000) for costs associated with taking over forensic casework form the closure of the City of Detroit Crime Lab. 5,021,700
3. New Headquarters Rent. The Senate and House reduced the Governor's recommendation for rental costs for the new State Police Headquarters down to only one month of rent ($409,100). (3,266,700)
4. Marquette Forensic Lab Closure. The Governor, Senate, and House included the closure of the Marquette State Forensic lab, but added a placeholder. (360,000)
5. Michigan Public Safety Communications System Fund Shift. The Governor, Senate, and House included a shift of $5.0 million in GF/GP to restricted revenue (Commercial Mobile Radio Service carry forward funds). 0
6. Forensic Science Funding Shift. The Governor, Senate, and House included a shift of $9,283,100 in GF/GP to Restricted Funds (State Service Fee Fund). 0
7. Other Fund Shifts The Governor, Senate, and House proposed a fund shift of $3,144,000 across various lines from GF/GP to restricted funding and a shift of $1.9 million in State Service fees to GF/GP. 0
8. Adjustment for Federal/Restricted Funds Received. The Governor, Senate, and House's budget reflects reductions to expected appropriated levels of Federal ($2,056,700) and restricted ($2,870,400) fund support. (4,927,100)

Conference Agreement on Items of Difference
12. Federal Stimulus Funds for Troopers. The Senate added $8.0 million in Federal COPS funds from the American Recovery and Reinvestment Act (ARRA) of 2008. The House added $2.7 million in ARRA funds. Neither was included by the Conference. 0
13. IDG Increases from Corrections. The Senate added IDG funds in support of Forensic Sciences ($3.0 million), secondary road patrol grants ($1.0 million), and for county prosecutors ($500,000). The Conference did not include this. 0
14. Eliminate Capitol Security Guards. The Governor recommended ending the program. The Senate retained full funding to maintain the program, the House provided $300,000, and the Conference kept $518,000 and 7.0 FTEs to cover the Capitol building needs only. (568,100)
15. Secondary Road Patrol. The House reduced grants by $1.0 million. The Conference did not concur. 0
16. At Post Troopers. The Senate reduced by $8,425,000, the House reduced it by $2,700,000 in order to rehire 55 laid-off troopers. The Conference concurred with the House. (2,700,000)

  Conference Agreement on Items of Difference
1. General Fund Lapse. Requires report of GF/GP lapse estimates by September 30, 2010. Included by the Senate and the Conference. (Sec. 242)
2. Post Location Efficiencies. Requires identification and report of efforts to find ways to co-locate five posts with State or local dispatch centers. Included by the Senate but not the Conference. (Sec. 243)
3. Bridges/LEIN Linkage. Requires cooperative effort between MSP and the Department of Human Services (DHS) to provide the Bridges System in DHS with lien information to identify ineligible recipients of assistance services due to their law enforcement status. Included by the Senate and the Conference. (Sec. 245)
4. Bubble Tops. Prohibits the installation of any bubble top flashers on new or newly leased Department vehicles. Included by the Senate but not the Conference. (Sec. 246)
5. New Headquarters Rent. Prohibits no more than one month's rent on the new State Police Headquarters building (originally due for occupancy in January, 2010) from being expended. Included by the Senate but not the Conference. (Sec. 247)
6. New Headquarters Moving Costs. Prohibits expenditures for any equipment, supplies or any moving costs associated with moving into a new State Police Headquarters building. Included by the Senate but not the Conference. (Sec. 248)
