CONTENT
The bill would amend the Mental Health Code to require the Director of the State Office of Recipient Rights (ORR) to report directly to the Director of the Department of Community Health (DCH), and prohibit the DCH Director from delegating his or her responsibility regarding the selection of the ORR Director.


The Code requires the DCH Director, after consulting with the State Recipient Rights Advisory Committee, to select an ORR Director who has the education, training, and experience to fulfill the responsibilities of the office. The DCH Director may not replace or dismiss the ORR Director without first consulting the Committee. The ORR Director has no direct service responsibility.
