“O God,
Who made the heavens and the earth, Who gives to each of us our life, our gifts
and skills, and our moral drive to use them well,
We give
You thanks for the gift of life.
Thank
You for the land on which we live, the forests, rivers, lakes, and living
things You made to abide there.
Thank
You for the cities and townships of our state, and the people who make their
home and living there. Thank You for these diverse communities and
neighborhoods who have elected these women and men, and tasked them with
working on our behalf.
Thank
You for the gift of yet another day to serve.
Today,
as we remember those who, eighteen years ago, gave their lives in service,
those who still carry the wounds of service in their bodies and their minds,
and those who still serve their communities by lifting up the names of their
lost loved ones, we ask that You renew the hearts of these house members for
service.
Grant
them humility before You, that their decisions would reach beyond the narrow
scope of victory, to the greater good of our children and grandchildren.
Grant
them wisdom, to make good and equitable use of the money, natural resources,
and power with which they have been entrusted by Your people.
Grant
them perseverance, to continue the work of this day in spite of challenges and
frustrations.
Grant
them compassion for the poor, the incarcerated, the children, and the refugees,
that they may hear the voices of those with no one else to speak for them.
Grant
them peace and wholeness, that in the midst of any personal struggles, they
would know Your healing presence.
Grant
them grace and mercy today, to serve faithfully until this day is done, and
turn it back to You, trusting You can mend what is broken, You can guide us
when we go astray, and You can reconcile that which seems beyond our strength
to heal.
We ask
this using any and all names by which we know You, and I ask it in the name of
Jesus Christ. Amen.”

House Resolution No. 153.
A resolution to declare September 11-17, 2019,
as Patriot Week in the state of Michigan.
Whereas, We recognize that understanding
American history and America’s first principles are indispensable to the
survival of our republic as a free people. In great reverence to the victims of
the attacks on September 11, 2001, we acknowledge that American citizens must
take time to honor the first principles, founders, documents, and symbols of
their history; and
Whereas, The events that led to the signing of
The Constitution of the United States of
America by the delegates of the Constitutional Convention on September 17,
1787, have significance for every American. This historical occasion is honored
in public schools across the nation on September 17 of each year as
Constitution Day; and
Whereas, Revolution, the rule of law, social
compact, equality, unalienable rights, and limited government are the first
principles upon which America was founded and flourishes; and
Whereas, Exceptional, visionary, and
indispensable Americans such as Thomas Paine, Patrick Henry, John Adams, John
Marshall, George Washington, Abraham Lincoln, Frederick Douglass, Martin Luther
King, Jr., Cesar Chavez, Elizabeth Cady Stanton, Susan B. Anthony, Thomas
Jefferson, and James Madison founded and advanced the United States; and
Whereas, The Declaration of Independence, the
Constitution and the congressional resolution forwarding the Constitution to
the states, Marbury v Madison, Seneca
Falls Declaration of Sentiments and Resolutions, the Gettysburg Address, the
Emancipation Proclamation, Brown v Board
of Education, the Civil Rights Act of 1964, and the “I Have a Dream” speech
are key documents that embody America’s first principles and have advanced
American liberty; and
Whereas, The Bennington Flag, the original
Betsy Ross American flag, the current American Flag, the Suffragist Flag, the
Fort Sumter Flag, the Gadsden Flag, and the flag of the state of Michigan are
fundamental physical symbols of American history and freedom that should be
studied and remembered by each American citizen; now, therefore, be it
Resolved by the House of
Representatives, That the members of this legislative body declare September 11-17, 2019, as Patriot Week in the state of
Michigan. We recognize that each generation needs to renew the spirit of
America based on America’s first principles, historical figures, founding
documents, and symbols of America. The citizens, schools, and other educational
institutions, government agencies, municipalities, and nonprofit, religious,
labor, community, and business organizations are urged to recognize and
participate in Patriot Week by honoring and celebrating so that all may offer
the reverence that is due to our free republic.
The

resolution:
House Resolution No. 154.
A resolution to encourage the National Park
Service to establish a moose tag lottery hunt to assist in controlling the
moose population on Isle Royale.
Whereas, Isle Royale National Park in Michigan
is home to an exploding population of moose. The Michigan Technological
University Wolf Study 2018-2019 Annual Report estimates moose have increased
sharply from a population of 515 in 2011 to a current moose population of
2,060, an average growth rate greater than 19 percent annually; and
Whereas, Issues with the moose-to-wolf ratio
over the last several decades have now reached a tipping point, with a current
population of only 15 wolves on Isle Royale as of March 2019. Wolves are the
only natural predator of moose on Isle Royale but the diminishing wolf
population has not contained the moose population in recent years; and
Whereas, The increased
and unsustainable moose population on Isle Royale has created an ongoing
ecological dilemma as the moose feed on the park’s balsam fir trees and other
vegetation. The rapidly expanding moose herd will devastate these slow-growing
trees and could eliminate them from Isle Royale; and
Whereas, Previous attempts to introduce
additional wolves to balance out the moose-to-wolf ratio have not resulted in a
long-term sustainable balance of predator and prey; and
Whereas, A moose tag lottery hunt will benefit
Isle Royale National Park and help restore ecological balance among moose,
wolves, and vegetation. Approximately forty national parks currently allow some
form of hunting as part of their wildlife management practices; and
Whereas, This hunt will provide a unique
hunting experience for a number of hunters each year, which in turn will bring
increased economic activity to the western Upper Peninsula; now, therefore, be
it
Resolved by the House of Representatives, That
we encourage the National Park Service to establish a moose tag lottery hunt to
assist in controlling the moose population on Isle Royale; and be it further
Resolved, That copies of this resolution be
transmitted to the Director of the National Park Service, the members of the
Michigan congressional delegation, the Director of the Michigan Department of
Natural Resources, and the Governor of Michigan.
The
resolution was referred to the Committee on Natural Resources and Outdoor
Recreation.
