“God of all Creation,
We come before You to welcome You to this session of Congress and beseech You for grace from above on behalf of these legislators who have the sworn task of representing their constituents and doing in their hearts what they believe is best for this great state of Michigan.
Grant these elected men and women grace as they work among themselves in their particular areas of responsibility and grant them grace as they work with each other across the aisle to achieve a good end on behalf of the people.
In Your Word, You invite us to ask You for wisdom and so we come humbly and ask You for this great gift to be manifest in this place today. You promised that if we ask, You would supply wisdom in abundance and so we trust You to honor our request this day. May You guide the thoughts and actions of this body and may the end result of today’s session of Congress be a benefit to the state, a credit to the lawmakers, and a testimony to the presence of Your spirit.

A resolution to declare October 16-20, 2017, as Credit Union Week in the state of Michigan.
Whereas, Credit unions have been organized in Michigan since 1934. They have a proud tradition of innovation and leadership among the nation’s credit unions. The Michigan credit union movement is one of growth, progress, and success; and
Whereas, Michigan credit unions are rooted in the communities in which they serve, whether supporting local charities, offering financial education seminars, or operating student-run credit union branches in schools. They do this voluntarily, because as not-for-profit member-owned financial cooperatives, credit unions recognize that social responsibility is an integral part of their mission; and
Whereas, Credit unions in Michigan continually demonstrate their ability to improve the lives of individuals, families, and communities and have done so for generations, following the credit union philosophy of “People Helping People”; and
Whereas, Michigan credit unions remain informed through the assistance of the Michigan Credit Union League & Affiliates, which has focused exclusively on serving its members throughout its history; a commitment that is concisely expressed in its mission statement: “The Michigan Credit Union League will strengthen the credit union community and its image by providing advocacy on important issues, coordinating cooperative initiatives and by providing high-quality solutions that help credit unions succeed and enrich the lives of their members”; now, therefore, be it

House Resolution No. 181.
A resolution to declare October 2017 as Michigan Manufacturing Month in the state of Michigan.
Whereas, Michigan is home to a diverse manufacturing sector that includes transportation, machinery, alternative energy, food and beverage, computer and electrical products, furniture, bioscience, chemical defense related manufacturing, and many others; and
Whereas, Recognizing October 2017 as Michigan Manufacturing Month is an effective way to highlight the importance in the state’s economy and draw attention to the many rewarding, high-skilled manufacturing jobs, as well as supporting and celebrating Michigan’s manufacturers and school programs that prepare our future workforce; and
Whereas, Michigan is fortunate to be the home of many great manufacturing businesses, which are world leaders in their respective fields; and
Whereas, Manufacturing is a cornerstone of our economy in Michigan and the United States of America. Nearly 608,500 men and women are directly employed in the manufacturing industry. Michigan’s manufacturing total output exceeds $92.55 billion annually. Michigan has created more than 156,500 new manufacturing jobs in the last eight years, an increase of 34.6 percent thus remaining the national leader in manufacturing job creation and outpacing all other states; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body declare October 2017 as Michigan Manufacturing Month in the state of Michigan. We encourage residents to reflect this week on the road that Michigan has traveled as a manufacturing state and the bright future that lies ahead. We join with the Michigan Manufacturers Association to applaud the entrepreneurial spirit of Michigan’s manufacturers and their role in making Michigan the comeback state it is today.

“Mr. Speaker and members of the House:
I am opposed House Bill 4735 because this bill would allow our School Aid fund to be used at out-of-state institutions. I strongly believe that the School Aid fund should only be used for schools in Michigan. We must remember that it is our hard earned tax dollars that generate money for the School Aid fund with the purpose of supporting our children and providing them with a world-class education. Raiding the School Aid fund to provide money for out-of-state institutions violates the intent of the School Aid fund to support students in Michigan.”

House Concurrent Resolution No. 11.
A concurrent resolution to urge the U.S. Drug Enforcement Administration and federal prosecutors to either enforce the federal statute criminalizing marijuana or the U.S. Congress to amend the Controlled Substances Act of 1970 to defer to the states the right to regulate marijuana within its borders under state law.

Substitute for House Concurrent Resolution No. 11.
A concurrent resolution to urge the Congress of the United States to clarify its position on the legality of marijuana under the Controlled Substances Act of 1970.
Whereas, Despite federal law criminalizing marijuana, many states have exercised their authority to enact marijuana laws that reflect the needs and interests of their citizens. Currently, the state of Michigan is among a majority of states that have chosen to regulate marijuana under state law; and
Whereas, The federal government’s lack of clarity and inconsistency in its interpretation of the legality of marijuana under the Controlled Substances Act of 1970 has created confusion and uncertainty for states legislating marijuana operations. This, in turn, affects law enforcement, banking, taxation, and zoning; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That we urge the Congress of the United States to clarify its position on the legality of marijuana under the Controlled Substances Act of 1970; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
