Pastor Matt Zainea of Blythefield Hills
Baptist Church of Rockford offered the following invocation:
Father, as these men and women
prepare for a day of political activity we want to pause a moment to thank You
for Your goodness and greatness. In Your goodness we see the glory of creation
in the world around us, from the cosmos to the familiar landscapes of this
state to the communities in which we live. We see Your goodness especially in
the inherent dignity and value of every person no matter their place and
current condition.
We see something of You in the
world around us but it is in our own humanity that we sense Your divine hand on
our lives. Through our humanity we are able to create, build, govern and embark
upon endeavors collectively that gives rise to our spirits. Help us today to do
this in a ways so that we enter into Your joy. In Your greatness we see a
father who cares for the brokenness of His children. And as we soil ourselves
with deceit, violence, debauchery and oppression, You seek to bind up the
broken hearted and set free all entrapped by the chords of injustice and sin. You
stop at nothing to offer us a way back. Even the giving of Yourself is not too
great a price for You to pay for our restoration.
I ask You now to aid these good
men and women as they seek to govern well under the umbrella of Your goodness
and greatness. We are all tempted to favoritism, selfishness and power. We buy
into shortcuts and popular superstitions that lead us down a slow steady path
to ruin. In place of these tendencies instill in this group a drive toward
virtue, honesty, and a deeply considered sense of justice that is anchored not
in political rhetoric but in a sense of human dignity and Your perfect
character.
In Jesus’ name. Amen.
The
President pro tempore, Senator Nesbitt, led the members of the Senate in
recital of the Pledge of Allegiance.

Resolutions
Senate
Resolution No. 89.
A resolution to support the
Michigan National Guard in its efforts to have Detroit selected as the host
city for the National Guard Association of the United States 2024 national
conference.
Whereas, The National Guard Association
of the United States national conference brings 54 national guard associations
from across the nation together to discuss national-level issues affecting the
state national guards. Soldiers and airmen are educated on key national
security issues and have an opportunity for professional development; and
Whereas, Participants in the National
Guard Association of the United States conference include more than 5,000 Army
and Air National Guard officers from all 50 states, three territories, and the
District of Columbia. Department of Defense leadership, national political
leaders, and senior National Guard commanders will also be present; and
Whereas, The Michigan National Guard is
bidding to have Detroit serve as the host city of the 2024 conference. An
estimated $3.5 to $4.5 million dollars of direct economic impact is expected to
be realized by the city and region for hosting the national conference. In
addition, every state national guard association hosts individual receptions
requiring restaurant and hotel accommodations at multiple sites across the city
and region; and
Whereas, Detroit, and Michigan as a
whole, is a logical location for the National Guard Association of the United
States national conference. As in World War II, when Michigan’s automotive
industry converted to manufacturing tanks and other military vehicles, Michigan
continues to advance military readiness as the center of the military-industrial
complex. Selecting Detroit as the host of the 2024 conference will bring
together the National Guard soldiers and airmen with the modern technology and
manufacturing support that is so critical to today’s armed forces; now,
therefore, be it
Resolved by the Senate, That we support
the selection of Detroit for the National Guard Association of the United
States 2024 national conference; and be it further
Resolved, That copies of this
resolution be transmitted to the National Guard Association of Michigan and the
National Guard Association of the United States.
Senator MacGregor moved that the rule
be suspended.
The motion prevailed, a majority of the
members serving voting therefor.
The question being on the adoption of
the resolution,
Senator MacGregor moved that the
resolution be referred to the Committee on Families, Seniors, and Veterans.
The
motion prevailed
Senator Moss offered the following
concurrent resolution:
Senate
Concurrent Resolution No. 15.
A concurrent resolution to urge the
Michigan State Capitol Commission to allow a menorah to be placed on the
Capitol grounds for the duration of the holiday season.
Whereas,
The Michigan State Capitol Historic Site is under the exclusive control of the
Michigan State Capitol Commission, pursuant to Public Act 240 of 2013; and
Whereas,
The Michigan State Capitol Commission allows the state Christmas tree to be
placed on the Capitol grounds for the duration of the holiday season. The tree
selected for 2019 stands more than 60 feet tall and is displayed continuously
for more than two months; and
Whereas,
The Michigan State Capitol Commission has rules and policies that limit the
placement of other religious and seasonal displays during the holiday season.
These rules and policies limit the size of other displays and the duration for
which they can be displayed. For instance, menorah displays have historically
been limited in size and must be taken down each night, which are limitations
that are not placed on the Christmas tree display; and
Whereas,
Menorahs are important religious and cultural symbols that have a place at the
Capitol during the holiday season. Placing restrictions on menorah displays
diminishes the ability of the people of this state to enjoy and celebrate
meaningfully in public spaces; now, therefore, be it
Resolved
by the Senate (the House of Representatives concurring), That we urge the
Michigan State Capitol Commission to allow a menorah to be placed on the
Capitol grounds for the duration of the holiday season; and be it further
Resolved,
That copies of this resolution be transmitted to the members of the Michigan
State Capitol Commission.
