Vehicles; motorcycles; requirement of wearing crash helmets; increase penalty, create exception, and provide for a no-helmet permit and sticker under certain circumstances. Amends secs. 312a & 658 of 1949 PA 300 (MCL 257.312a & 257.658); adds sec. 658c & repeals sec. 658c of 1949 PA 300 (MCL 257.658c).
